Five days leave with pay may be granted in event of <br /> death in immediate family, and this is left to the discretion of the department head to administer <br /> as he feels appropriate, depending on circumstances of individual situations. Mr. Jackson asked that it be written into the <br /> I policy that the City Manager had authoiity to .grant this. <br /> I <br /> I <br /> I Dr. Purdy moved seconded by Mrs. Beal that "in'special circumstances, accrued sick leave may be <br /> I paid after six months industrial accident payments have expired, at discretion of City Manager" be <br /> I <br /> included in this section. Motion carried. <br /> I Mr. Post asked, with regard to the section referring to married employes, that the last sentence <br /> be stricken. Manager said this was a metter of administration and could be resolved without <br /> Council. Mayor agreed. <br /> ADDENDUM: <br /> I Pay for Acting Capacity - There has been some feeling in the Fire Department that, after some length <br /> I of time in acting capacity, the salary for that position should be paid. Mayor Anderson suggested <br /> Mr. McKinley discuss this item with firemen and arrive at a solution. ' <br /> In answer to Mr. Post, Manager said final wording of Personnel Policy will be brought back for <br /> I Council approval. For administrative purposes, they can go into effect as soon as procedures are <br /> set up. <br /> Mrs. Beal suggested that the completed document be discussed with employes so that their differences <br /> 'I regarding wording, can be documented and brought back. I <br /> Councilman Mohr suggested that adoption of the policy be in the form of an Ordinance. City Attorney <br /> I said that Personnel Rules and Regulations are guidelines and administrative rules, without grievance <br /> II or enforcement procedures. No court would have jurisdiction over these matters. <br /> The City Manager pointed out that these rules incorporate grievance procedures to provide for employes <br /> to bring up through the administrative heirar~hy to the Manager's office, a grievance. Appeal stops <br /> at the Manager's office. To be put into ordinance form would remove much of the flexibility which is <br /> important to the working of the policy. e <br /> I After discussion of the time and one half pay if a holiday fell on Saturday, Dr. Purdy said the City <br /> should come up with a policy similar to that for firemen, for all city employes. Mr. Mills said <br /> j that this was not possible, because of the basic difference in work schedules for fire personnel. <br /> .- <br /> Vote taken on motion to adopt personnel policy statements, as amended. Motion carried. -- <br /> I In answer to the Mayor's question, the Manager said th~~ policy will be brought back in final written <br /> form for inspection and action by the Council. <br /> Mr. Pat Langan asked to discuss Tech II salary ranges. At the time of the budget committee, this <br /> I, was to be resurveyed and brought back to,City Council. He requested that this salary be stepped <br /> up to 5% through the range, as was done with all other City employes. Personnel Director said the <br /> Manager has authority to make these adjustments as necessary throughout the year. Survey did not <br /> I indicate an additional increase was justified for this classification. I <br /> Mayor Anderson suggested this matter be discussed willth the Personnel Director again for clarification, <br /> and if he wanted then to bring it to Council, it should be at a committee meeting. <br /> At this time the balance of the Agenda not taken on November 24 was continued. <br /> Easement Vacation, south of Harlow Road and west of Walnut (Hugo Kriekis) - Hayward moved <br /> seconded by Mr. McDonald to vacate this easement, as recommended by the Planning Commission, <br /> located south of Harlow Road and west of Walnut.
