National Gold Medal Award, Parks - President Hayward read a news release concerning the <br /> City Parks and Recreation Department having been named finalist in Class III of the ~ : <br /> National Gold Medal Award. Joint Housing Committee report and Recommendation - Mrs. Betty Niven outlined the history ,: <br /> and circunstances of past applications for housing for the City. Mrs. Robin Cushman, " <br /> City Housing Expediter, defined Turnkey Housing, and explained how it ~iffered from , <br /> other types of leased housing. The tight money market has made this the most preferred <br /> method to receive HUD approval. Mrs. Cushman explained that a subcommittee of the Joint <br /> Housing Committee had submitted a recommendation for 400 total units of Turnkey Housing. i <br /> Their reasoning was that the City Council had ad9pted a ho~sing policy in June of 1968 e <br /> calling for 450 units of low income housing.
