Mr. Gribskov moved seconded by Mrs. Bea1 to adopt the po1~cy concerning joint use of <br /> I <br /> school-park facilities for the City of Eugene and School District No. 4J. <br /> In answer to Councilman Purdy, the Parks Director said it was his hope adoption of <br /> this policy would pave the way to solve problems regarding keys and clean-up respon- <br /> sibility. The Parks Department hopes to have a similar agreement with School District <br /> No. 52. <br />I I, Vote taken on motion as stated. Motion carried. <br /> II <br /> I A meeting was held with EBAA which resulted in an agreement that Item B-3, having to do with prior- <br /> I ities on school district facilities should include an agreement that EBAA may remain in Junior <br /> 'iHigh School gymnasiums from 5:30 p.m. to 8:00 p.m. An attempt will be made to amend Page 4 so <br /> :!that these gyms would be usable until 11:00 in the evening, rather than 10:30 p.m. Other than these <br /> Ii changes, the agreement is satisfactory. <br /> 11 <br /> IIMrs. HaYward moved seconded by Dr. Purdy to accept the agreement between the City and the School <br /> ilDistrict, subject to changes outlined above. Amazon Parkway from Hilyard Street to East J9th - 40 m. p. h. <br /> c. Oakway Road from Coburg Road and Ca1 Young Road - 40 m.p.h. <br /> I <br /> !I The Manager explained that the State Speed Control Board is charged with the responsibility <br /> tl for setting speed on all streets within the State of Oregon. He explained the procedure <br /> :1 followed to determine pr9per speeds, and that studies are then reviewed by city staff. <br /> II Staff has recommended that approval be given for these three proposals. <br /> \\ Dr. Purdy felt the recommended speed on Oakway Road was too high. .Manager explained <br /> I .that studies indicate that motorists travel at what they consider to be safe speeds, <br /> I <br />I I regardless of posted limits. Studies showed that 85% of motorists traveled on this <br /> road at speeds between 37.25 and 42 m.p.m. <br /> I Gr ibskov moved seconded by Mrs. Beal to adopt the State Speed Control Board <br /> ,I Mr. <br /> II proposals. A hearing was held <br /> last month, at which time the PUC continued tpe hearing to allow the City to obtain <br /> II dedications for right of way.
