Equal Opportunity Survey - Mrs. Beal'moved seconded by Mrs. Hayward that the City <br />Council request the Human Rights Commission to make a survey on current employment <br />practices of city government in regard to employment opportunities with the City for <br />women, in regard to Ordinance No. 15675A (Human Rights 8rdinance) <br /> <br />Mrs. Beal said this ordinance made provlslon to prevent discrimination against women <br />in matters pertaining to wages, hours and other matters. She said this was not 'an <br />attack on the city or administration, and she did not believe the city discriminated <br />against female employees.. She felt .the survey would show the city to be a typical <br />employer. <br /> <br />Mrs. Beal introduced Dr. Joan Acker of the University School of Sociology. Dr. Acker <br />said that one of the biggest problems in the United States is that of the single parent <br />family. 90% of these families are headed by women and incomes are very small. She <br />, suggested that patterns of hiring should be studied, and that perhpps women could be <br />fit into positions formerly thought of as only male. She also felt promotion practices <br />should be studied, and that women should be informed of job openings outside the usual <br />categorization. She suggested that child care centers should be provided to make it <br />possible for mothers to work. <br /> <br />In answer to Dr. Purdy, Mrs. Beal said if the study could not be funded, women who <br />were interested would certainly contribute their time. <br /> <br />" <br />-I <br />II <br />II <br />Ii <br />,I <br />II <br />I <br />i <br />, <br />I <br />, <br />I <br />I <br />I <br /> <br />Dr. Norman Pott said the Human Rights Commission had made a survey in 1966 which was <br />done entirely by volunteer labor. He felt the Human Rights Commission would be very <br />sympathetic to the idea. Dr. Pott' felt the Commission should take the initiative, and <br />not wait until a case had come before them. <br /> <br />Mayor Anderson said he would assume by the working of the motion this could be turned <br />over to ,the Human Rights Commission to start necessary procedures for the survey, and <br />report back their intent. The Council could then authorize them to go ahead. <br /> <br />Vote taken on motion. Council Self-Study- Mayor Anderson suggested the Council consider, another self-study <br />meeting, and that the Council discuss frequency of meetings. He said he had some <br />ideas on election procedures which he would like to discuss. A date will be set within <br />the next 30 days. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item Ie of the Committee report and <br />to set a date. Kendall Ford Variance - Kendall. Ford has requested a 6 month variance extension to continue <br />operations until their new structure is completed. They are presently operating within a <br />tent, trailer and wood frame building. <br /> <br />Dr. Purdy moved seconded by Mrs. Hayward to extend the permit for Kendall Ford for one year. <br /> <br />In answer to Mrs. Beal, the City Manager said the dealership is now in violation of some <br />building code regulations. <br /> <br />Vote taken on motion. Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item 2 of the Committee report. <br /> <br />In answer to Councilman Teague, the City Manager said he had discussed with Mr. Wilson and <br />Mr. DeMartini when construction would proceed. Their plans are nearly completed. <br /> <br />Councilman Teague requested the administration to review this matter' in two months. <br /> <br />A vote was taken on the motion. The motion ~arried. <br /> <br />3. Sewer Assessment Deferment - Construction of a sewer lateral will require an easement through <br />the Everett Armstrong property off Storey Boulevard. This property is 196.6' <br />by 82.5' Although the rear 36.6 is outside the normal 160 foot assessment depth~ the city <br />easement will need to run through it. The deferral would be in the <br />best interests of the city. <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy to defer the assessment as recommended by the staff. <br />Motion carried. <br /> <br />Mr. McDonald moved seconded by Mr. Teague to receive and file Item 3 of the Committee report. <br /> <br />Rollcall vote.
