Items from Mayor and Councilmen I' <br /> :1 :1 <br /> II a. Council Procedures - Mrs. Beal asked for a report on progress with.discussion ii <br /> II of Council procedures. Mr. McDonald and the City Manager have been working <br /> on this matter and will report to the Council in the near future. :1 <br /> I, <br /> Ii II <br /> 'I Teague to receive and file Item la of the Committee report. ,I <br /> Mr. McDonald moved seconded by Mr. :1 <br /> I Motion carried. <br /> II b. Mall Arts Committee, Discussion of Christmas Decorations - Mrs. Hayward <br /> e I' moved seconded by Mrs. Beal that the Mall Arts Committee be requested to <br /> II make recommendations conerning Christmas decorations in the mall. <br /> !I <br /> City Manager said the Retail Merchants Association had contacted him and <br /> II have contracted for new decorations. Mr. Farina of that Association had <br /> II showed the Manager what they were considering. Mr. Ward Beck confirmed <br /> 11 this, and said he was sure the merchants committee would be glad to report <br /> I its proposal to the Council. <br /> II <br /> II The Manager suggested that the merchants committee meet with the Mall Arts <br /> II Committee and then contact the Council, should there be a problem. <br /> I Mrs. Hayward, seconded by Mrs. Beal, changed the motion to read that the I <br /> Merchants Committee contact the Mall Arts Committee so that it can indi- " <br /> I cate to the Council what is being done. Motion carried. Ii <br /> , <br /> I Mr. McDonald moved seconded by Mr. Teague to approve Item Ib of the Committee report. <br /> j <br /> Councilwoman Hayward was concerned that a contract could be signed for something concerning City <br /> streets without the approval of the Council. <br /> I, The City Manager explained that a merchants committee had negotiated a contract for new decorations <br /> I which would clispose of old ones. Contact has not previously been made with the City Council in <br /> matters of this nature. <br /> I Councilwoman Hayward understood that the Mall Arts Committee had been formed to porrelate decorations <br /> II <br /> ,I for all seasons of the year, and that they should have been consulted before such a.contract was <br /> il signed. <br /> II <br /> ,Mayor Anderson suggested that the motion be voted upon, and that the committee apprise the Council <br /> II of any decisions. <br /> I ,I <br /> II A vote was taken on the motion. Motion carried. <br /> Ii \ <br /> II c. Police Community Relations Committee - Mrs. Hayward commented that the Police <br /> Department is doing special work in the area of community relations, and sug- <br /> II gested that the Catherine Lauris Committee on Police Relations should now be <br /> I <br /> II formed. <br /> I. <br /> - I' Mr. McDonald moved seconded by Mr. Teague to receive and file Item lc of the Committee report. <br /> ,I <br /> II Motion carried. <br /> d. Resolutions, Revenue Sharing Program and Mass Transit Bill - Mr. Williams <br /> Ii <br /> moved seconded by Dr. Purdy to draft a resolution addressed to the President <br /> Ii and the Oregon Congressional delegation requesting them to do everything <br /> :1 possible to assure its enactment. <br /> II <br /> ,I Mayor Anderson said it might be well to draft a resolution concerning the <br /> II <br /> I: Mass Transit Bill now in committee. <br /> [i Mr. Williams, with the permission of his second, added that to the motion. <br /> I' <br /> II In answer to Mrs. Beal's concerns, Councilman Williams explained the Mass <br /> II Transit Bill and assured her that this would not tap the federal highway <br /> I ,I trust fund money in any way. <br /> !I <br /> :1 Vote was taken on motion as amended. Motion carried. <br /> 'I <br /> I: Councilman Williams said he had worked with the Attorney in drafting these resolutions, and he <br /> ,I explained just: what was containeCf In them, especially regarding mass transit. Those bills pertain- <br /> I; <br /> Ii ing to operating subsidies had been excluded, but the Congressional Delegation had been requested <br /> ,I to advise the Council of their feeling in each of these items.
