Anderson at 7:30 p.m. on September 28, 1970 in the Council Chamber, with the <br />I following Councilmen present: Messrs. McDonald, Gribskov, Mohr and Williams and Mrs. Beal <br /> <br />Minutes of mee'tipgs held August 31, September 2 and September 14, 1970 as mailed to Council members <br />were approved. . <br /> <br />PUBLIC HEARINGS <br /> <br />I. Ordinance Defining Charitable Solicitation ~ Mr. William Horsfall, 1792 West 34th Place, asked <br />about the wording in Section L F( 8) regarding costs of obtaining' contributions. He was con- <br />! cerned whether costs of entertainment used in obtaining contributions would be included and <br />A whether under these circumstances a permit. would be granted. ' City Manager explained the section <br />,., ., and said a committee would rule on the nature of expenses incurred. TheCi ty Attorney said all <br />costs of advertising and promotion are solicitation costs, but that the cost of entertainment <br />or other consideration would not be included in the 20% limitation. <br /> <br />Mr. Ned Risbrough, Eugene Hearing and Speech Center, spoke in favor of the ordinance. He said <br />the Center had previously experienced problems with organizations representing themselves as <br />solicitating for the Center, when in fact the Center did not realize any money from the fund <br />I raising drives. These drives .:,were conducted without any' permiss ion on the part of the Center <br />to use its name. <br /> <br />Mr. Irv Molholm said legitimate charities do no! have to be protected, and this ordinance was <br />designed to stop those who were not operating legitimately. He said United Appeal supports it. <br /> <br />Mrs. Vivien Hinton, 788 West First, was glad the city had an ordinance to protect those who <br />should be protected, and she felt the ordinance was terrific. <br /> <br />Councilman McDonald said he had questions when the ordinance first came up, but after a meeting <br />with representatives of the Chamber of Commerce they were very pleased with the wording and <br />pleased that the Chamber of Commerce had sponsored the ordinance. <br /> <br />I, <br />, Mr. Mohr asked if organizations could be subjected to an audit.' The City Attorney said he was <br />not sure, but they VDuld be required to make a report which would be scrutinized by the advisory <br />committee. He felt they should be required to take out a permit for a year's duration, and at <br />the end of that time it should be returned., He said the ordinance would require the Council to <br />review each license for charitable solicitation. Manager suggested if the Commission approved an <br />application the permit could be granted administratively. Any appeal could come before the <br />, Council. The City Attorney said he would like an opportunity to make some amendments in the <br />ordinance. <br /> <br />Councilman Mohr recommended a change in the administration procedure, saying there were enough <br />I standards in the ordinance that the commission could pass on applications. <br /> <br />Mr. Me ,onald moved seconded by Mr. Mohr to direct theCi ty Attorney to bring back an ordinance <br />with modifications as indicated, subject to further review by the Council. Motion carried. <br /> <br />Mayor Anderson thanked those who took an interest in this legislation, and said he was sure it <br />I' would mean much to the community and to the chari table organizations who are a part of it. <br /> <br />II. Ambulance Rates, Proposed Increase - T.he City Manager read a memorandum written to the City <br />e Council from the Director of Finance outlining the work of the committee with the ambulance <br />service and the city of Springfield. He explained the rate changes, especially those for <br />,I multiple riders. <br /> <br />Mr. Bill Leonard, Eugene-Springfield Ambulance Service spoke in favor of this proposal. <br /> <br />Councilman McDonald explained the investigation of proposed increase~, and that it had been <br />felt the company gave good service, and the increase was reasonable. He said the Committee <br />recommended the Council approve this resolution. <br /> <br />Mrs. Beal was interested in the difference in this rate and that of five years ago. <br /> <br />Mrs. Jensen, a reppesentative of Renual, expressed approval of the proposed increase, and said <br />she felt the company performed a valuable service to the community. <br /> <br />I Mr. Tom Putman, 829 Sunview, felt the ambulance service was good, but that the rates were <br />sufficient without an increase at this time. <br /> <br />Mrs. Vivien Hinton feltcthe service was good, and that lives had been saved because of it. <br />She was in favor of an increase. <br /> <br />Mr. McDonald moved seconded by Mrs. Beal that the City Council approve the pr~p0~d resolution <br />increasing ambulance rates. Motion carried. <br /> <br />4It Mayor Anderson thanked the committee for its excellent work in preparation for this hearing and <br />those who participated.
