He' <br /> displayed a drawing of a pr9Posed barricade and landscaping and said the cost of construction <br /> would be approximately $500. <br /> Mayor Anderson said this closure had been under consideration for some time, and it was felt <br /> this would solve the problem, at least for the present time. <br /> Mr. McDonald moved seconded by Mrs. Hayward to close Club Road at Coburg Road. Motion carried. <br /> NEW BUSINESS <br /> I. Items from Planning Commission <br /> A. August 24, 1970 meeting: <br /> l. Amendments to Zoning Ordinance increasing allowable parking area coverage - Planning e <br /> Commission recommended amendment of the zoning ordinance Article 19, Section 19.:13 <br /> to increase maximum parking area coverage for R-3 Districts up to 50% and the maximum <br /> parking area coverage for R-4 Districts up to 60%, upon application to the building <br /> official and approval of the design plan. <br /> 2. Vacation of Beech Street - Planning Commission recommended vacation of Beech Street <br /> south of 13th Avenue for 34', subject to provision for fire lane and service vehicle I <br /> access and resolution of the question of remuneration of costs for paving intersection. <br /> Mr. McDonald moved seconded by Mrs. Hayward that the City Council set a public hearing <br /> for Vacation of Beech Street south of 13th Avenue. Motion carried. <br /> B. September 1, 1970 meeting: <br /> l. Annexation, Ernest Wilson property - Planning Commission recommended annexation of <br /> property located west of Benson and south of Crescent be referred to the Boundary <br /> Commission. <br /> Public Works had been concerned with surface drainage, and that the drainage channel <br /> would not be constructed immediately. Planning Commission felt the entire area should <br /> be includ~~ in the annexation, since the city boundary in this vicinity is very <br /> irregular. - Property owners were notified the drainage problems could not immediately <br /> be solved. <br /> Councilman McDonald recommended the whole area be annexed, not just a small portion. <br /> Mr. McDonald moved seconded by Mrs. Beal the Council refer the annexation of Benson, <br /> south of Crescent and the area south of Bonnie View Drive to Beltline Road between <br /> Chuckanut and Gilham to the Boundary Commission, as recommended. Motion Carried. <br /> 2. Zoning Ordinance Amendment - Planning Commission recommended amendment of zoning <br /> ordinance Article 10, Section 10.03 Buildings and Uses Perm itted Conditionally in I <br /> RP District to add Section (g) General office use, provided that the use does not <br /> involve any retaifu activities. <br /> C. September 14, 1970 meeting: <br /> l. Easement Vacation, Breeden Bros. - Planning Commission recommended approval of easement <br /> vacation Lot 27, Block 6 Third Addition Foothills West (area north of 28th Avenue <br /> between Fillmore Street and Almaden Street) <br /> 2. Flags and Banners, Mall Plaza Area - Planning Commission recomme~de~_C~ty Council e <br /> approve use of flags in Mall Plaza Area as approved by the Mall A~t8 Committee. Since <br /> those to be flown include American ~lags, the Planning Commission felt they would be in <br /> conformance with ,the Sign Code. <br /> Mr. McDonald moved seconded by Mrs. Hayward to approve use of flags and banners in <br /> the Mall Plaza area as approved by the Mall Arts Committee. Motion carried. <br /> II. Christmas Village, Mall Plaza - A letter was read from Mr. George Mayor requesting permission <br /> to locate the Christmas Village within the Mall Plaza in the area of the former Broadway and <br /> Willamette Streets. Staff feels this area would create no more problem than any other area <br /> of the City. <br /> Mr. Mayer said he had contacted Mr. Longwood of the Mall Activities Committee and that this <br /> location had met with his approval. I <br /> Councilwoman Hayward was concerned that this committee is in the process of establishing <br /> rules and regulations, and felt permission should be granted only for this season. <br /> Mr. Gribskov was in favor of something that w-uld keep a street open, rather than closing one. <br /> Mr. McDonald moved seconded by Mrs. Hayward that the Council approve this request, subject <br /> to review by the Mall Activities Committee, and that the permit be extended for one year only. <br /> Motion carried. e <br /> ~ 9/28/70 - 2 <br />
