They had <br /> tried to soften the blow by allowing the payments to be made over a two-year period. <br /> :' <br /> Mayor Anderson said he assumed the request for waiver would not be acknowledged at this time, since <br /> there had been no Council motion. He commented that, in the long run, the residents of this area <br /> would have a very fine neighborhood. ! <br /> II. Legislation, Housing Committee Recommendation (Minutes of meeting of October 14, 1970 ) <br /> City Manager outlined action taken by the Legislative Commit~ee of the League at a recent <br /> meeting. He asked for Council feeling on a number of items discussed so that he could sub- <br /> mit proposals for a future meeting. He discussed in detail a proposed joint financing <br /> program which would levy a supplement to the state income tax to be distributed to <br /> cities and counties. An increase in in gasoline tax and license fee, as well as a <br /> cigarette tax increase, have been proposed to provide some new revenue for local govern- e <br /> ments and to attempt to find a solution to property tax problems~ <br /> The committee discussed the possibility of requesting a constitutional amendment <br /> which would tie the 6% limitation to the tax rate instead of the dollars levied. <br /> They will continue to work on annexation legislation. <br />" <br /> With regard to personnel, the Manager and Personnel Director had prepared a draft to I <br /> improve the wording in the proposed Oregon Municipal Policy. <br /> The Council will further discuss proposed legislation at its next Commitee of the Whole <br /> meeting. <br /> .(Minutes of meeting of October 21, 1970) - City Manager read a memorandum from the <br /> National League of Cities regarding amendments to their by-laws, and requesting a <br /> vote from the City Council prior to November 18, 1970. There will be additbnal in- <br /> formation regarding this, at which time the Council may determine its stand. <br /> City Manager reported that the Joint Housing Committee had, at the Council's dir- <br /> ective, discussed legislation to relieve the effect on low income prop~rty owners of <br /> improvements to maintain city standards, and a possible relief or delay in taxing <br /> for these improvements. <br /> Some suggested legislation has been received from Mrs. Niven, chairman of the Joint Housing Committee. <br /> The Planning Commission took a position opposing Ballot Measure #11, which is the measure requl1il?ing <br /> a vote of the people in an area before any zoning proceeds. The Council has been requested to con- <br /> sider similar action. <br /> Mrs. Niven outlined the recommendation of the Joint Housing Committee which would provide for state <br /> codes, based on nationally recognized standards. They are asking for legislation to deal with <br /> uniform codes. <br /> The Housing Committee has advocated creation of a state revolving fund to provide temporary emergency I <br /> financing to provide housing for needy families. <br /> , <br /> I <br /> The Housing Committee has requested that the Council support legislation to provide relief from <br /> taxes on residential improvements which are primarily for maintenance and repair. <br /> The Joint Housing Committee recommends support of legislation to implement a state housing policy <br /> to establish a revolving loan fund, and to create a' division of housing in the department of human <br /> resources which would coordinate and render technical assistance to cities and counties on housing e <br /> and low income family issues. A second recommendation proposes property tax deferment on improvements <br /> required to meet code standards. <br /> There was discussion regarding what would be allowed under legislation to provide relief from property <br /> taxes. There was some confusion what would be allowed for owner occupied multiple family dwellings. <br /> Mrs. Niven clarified this, and that the relief, once allowed, would remain with the dwelling if it <br /> was sold. <br /> Mr. McDonald moved seconded by Mr. Teague to make recommendations to the League of Oregon Cities, <br /> as outlined by the Joint Housing Committee. Motion carried. <br /> Mrs. Niven explained Ballot No. 11 and that the people should be informed how broad the consequences <br /> of passage of this measure could be. <br /> Mrs. Mary Briscoe read a statement of the League of Women Voters in opposition to this measure. I <br /> Mr. McDonald moved seconded by Mr. Teague that the City Council go on record opposing Measure #11, <br /> and that it urge like action by the entire electorage of the City. <br /> Mrs. Hayward asked if it would be possible to call a press conference to advertise Council opposition <br /> to this measure. This would give the full we~ght to the Council recommendation. <br /> A vote was taken on the motion as, stated.
