Exact ownership of the bridge has not been determined. Council has inspected <br /> the bridge and found it unsafe even for walking. <br /> Mr. Henry White said his father had built this bridge, and that nothing had been done to it for some <br /> time. He said property had been dedicated for public right of way, and that his father felt the <br /> decking should be repaired so that it could be used again. <br /> : City Manager said Public Works'Department had no record of a dedication and that this should be <br /> investigated. If there is a right of way, the Council would have to decide whether the City should <br /> repair the bridge or not. <br /> " Councilwoman Hayward suggested that the Council delay action on the Resolution until the Council had <br /> more information. There was general agreement to this suggestion. <br /> The Resolution was held for further information. e <br /> .; <br /> !; III. Request for Variance to permit mobile home for nightwatchman at 171 Lawrence Street ~ <br /> Minutes from committee meeting of November~4, 1970 - Mr. Henry Baker has requested a <br /> variance to allow use of a mobile home on industrially zoned property for night watchman <br /> or caretaker accommodations. Mr. Baker operates an auto body repair shop, and has <br /> insufficient building space to house customer's cars. The Council has viewed the property <br /> " and should call a public hearing, if it wishes to proceed. <br /> , I <br /> Mr. Gribskov moved seconded by Mr. Williams to set a hearing on this matter for November <br /> 16, 1970. Motion carried. <br /> A letter was read from Mr. Baker requesting permission to locate a structure on the site of his <br /> auto body repair at 171 Lawrence Street. The area is industrially zoned, and permission may be <br /> granted, with the stipulation that it be reviewed' annually as to the necessity for continued <br /> nightwatchman or caretaker quarters. <br /> Dr. Purdy moved seconded by Mrs. Hayward to adopt a Resolution permitting a variance for mobile <br /> home on industrially zoned property at 171 Lawrence Street. (See page 13 of these minutes) <br /> Motion carried unanimously. <br /> IV'. Saturday Market Review - (Minutes of Committee meeting of November 4, 1970) - Mrs. <br /> Lottie Streisinger told the Council that the Saturday Market has ironed out problems <br /> which concerned businesses in the area, and that they wish to remain in the location <br /> at the overpark. She requested the Council to extend permission through December 19, <br /> which is one Saturday beyond that authorized by previous Council extension. Operations <br /> will then be suspended until May, and in the interim a proposal will be presented to <br /> the Council for consideration of future operation. <br /> " Councilman Mohr said one of the prime Council concerns had been with regulation. He <br /> , had been pleased with the regulations and standards set up by the market committee. <br /> " <br /> :1 I <br /> Dr. Purdy was concerned consideration had not been given to changing Jhe location, <br /> and suggested again that City Hall should be considered as an ideal location. . Mrs. <br /> " Streisinger said they had considered it, but that it was not centrally located, and <br /> they would miss a great deal of drop-in business. She felt the market should not be <br /> moved in the middle of the season. <br /> Mrs. Beal moved seconaed by Mrs. Hayward to extend permission for the' Saturday Market <br /> until Saturday, December 19. - <br /> Councilman Williams suggested that a public hearing be held to enable those interested <br /> in the market to discuss problems and questions which have come up during its <br /> operation. <br /> Councilmen and Mayor Anderson agreed that this was a good suggestion, but felt a <br /> hearing should be separate from considerationoof an extension. Dr. Purdy requested <br /> that a hearing be held before the end of December. Mayor Anderson suggested that, <br /> after the question of the extension has been decided, the Council hold a hearing to <br /> evaluate the market, and that the Saturday Market Committee prepare a presentation <br /> for the Council btween December and Mai. <br /> Vote taken on motion as stated. Motion carried. <br /> Councilwoman Hayward requested the committee planning to present a proposal to the Council regarding <br /> a future location for the market give consideration to the park blocks which are County-owned. I <br /> She felt, since many of those selling at the Saturday Market are not city residents, the park blocks <br /> would be suitable for this use. <br /> Dr. Purdy moved seconded by Mrs. Hayward that Saturday Market permission be extended through Dec- <br /> ember 19, 1970.
