Joint Housing Committee Report.- Mrs. Betty Niven, Chairman of the Joint Housing Committee, <br /> :, reminaea~the Council of its annual goal of 450 units of housing for low income families. At <br /> the pr~sent time a total of 157 living units have been added, leaving a deficiency for <br /> 1969-70 of 744 units. The Joint Housing Committee would like instructions from the Council to <br /> meet with the HousingAuthority to determine whether they can agree on the most appropriate <br /> method of applying to HUD to obtain this badly-needed housing. A Council Resolution requesting <br /> housing should not be too restrictive. <br /> Dr. Purdy asked Mrs. Niven if the motion could just request the Joint Housing Committee to <br /> report to the Council on housing goals for 1971. <br /> Councilman Williams said he had attended a meeting with HUD with Mrs. Niven, and that they had <br /> suggested a request for housing not be tied to specific types. He urged the Council to get <br /> solidly behind a commitment to try to provide 450 units per year, and request the Joint Housing <br /> Committee to try to fulfill this need. <br /> e Councilman Mohr expressed concern at the percentage of income many citizens were paying for <br /> housing, and felt every effort should be made to develop a program to increase housing for <br /> low income citizens. <br /> Dr. Purdy moved seconded by Mrs. Hayward that the City Council recognize the deficiency of 7~4 <br /> units of low cost housing for the two-year period 1968-70 and request the Joint Housing Committee <br /> to attempt to solve this deficiency. Motion carried. <br /> I VI. Policy, Use of 13th Avenue, Kincaid to University, During Closure Period <br /> Since 13th Avenue is actually closed to motor vehicle traffic, it seems1desirable to provide <br /> a method of screening and approving requests for its use. The University has agreed that <br /> permission for use will not be given without University approval. Therefore, the University <br /> has developed a proposal which is recommended for adoption by the Council as a guide to be <br /> used by the University administration in considering requests and granting permits, with the <br /> condition that no selling of any nature may be permitted within the right of way. It is <br /> ,; recommended that the Council also delegate the administration to the President of the <br /> , <br /> University, subject to modification by the City Councilor City Manager. <br /> City Manager said the temporary closure of 13th Avenue results in the street right of way being <br /> available to the university for its use. The question has arisen between University administa- <br /> tion and City administration concerning supervision to requests for use. Unless the request is <br /> contrary to city ordinances, the University should assume administrative responsibility, and <br /> this has been agreed to in principle. The ~uncil has received copies of a tentative agreement for <br /> use of the ~ight of way. Staff recommends Council endorse the policy, with the exception of the <br /> portion dealing with commercial activities, which would be contrary to existing city ordinances. <br /> Dr. Purdy moved seconded by Mrs. Hayward to endorse the policy proposed by the University for use <br /> of 13th Avenue right of way through the campus, with the exception of portions dealing with <br /> commercial use. Motion carried. <br /> VII. Council Consideration of Codification Adoption - Recodification of the City Code is reaching <br /> I the point where Oouncml consideration is necessary. It is proposed that each chapter be <br /> forwarded to the Council as it is ready and that it be considered and adopted. After all <br /> nine chapters have been considered and adoption motions approved, the ordinance will be <br /> presented for final adoption in the same manner as any other ordinance. <br /> Copies of the chapter for codification dealing with traffic were circulated to the Council previously. <br /> The fureau of Governmental Research has been preparing the proposed chapters in the new code and <br /> ;, rearranging them in a manner to make them more easily used. <br /> e Councilman Mohr suggested that each councilman be given a chapter to study and report to the Council, <br /> rather than attempt to thoroughly study the entire code. After discussion, it was agreed the <br /> Council would discuss the chapter on traffic prior to the committee meeting, and at that time make <br /> a decision whether to designate a chapter for each councilman. <br /> VIII. The following items were considered with one motion. Minutes of the committee report of <br /> November 4 are quoted in instances where items were discussed at that meeting. <br /> a. Minutes of the meeting of October 26, 1970, as mailed to Councilmen, were approved. <br /> b. Introductions - Mayor Anderson introduced Councilwoman-elect Beth Campbell and <br /> welcomed her to the Council. <br /> City Manager introduced Keith Martin, who will act as Assistant Manager. He was <br /> formerly City Manager in Roseburg. (file) <br /> I c. Leaf Removal - Councilman Mohr asked for a report on the City leaf removal program. <br /> He felt people should be reminded that they cannot burn. He commented that he had <br /> " heard an advertisement regarding the leaf mulching give-away program, and that he <br /> , thought this was an excellent program. <br /> d. Prisoners Missing in Southeast Asia - Mrs. Thomas Perry, Eugene-Springfield Coordin- <br /> ator for the League of Families of American Prisoners and Missing.in Southeast Asia, <br /> e explained that she had just returned from a National Convention, and that a new <br /> program had been developed to try different communications.
