Harry Bonnett, 759 East 22nd, testified that visible emission would certainly pollute the <br />II atmosphere. He agreed there were invisible pollutants, but said this was certainly a beginning. Mr. Mohr voted no, so the bill was held to <br />the meeting of December 14 for the third reading. <br /> <br />III. Public Hearing - Amendments to Electrical Code - This ordinance provides for mandatory wiring <br />capacity informational sticker on breaker panel and provides for double fee for electrical <br />permit issued after work has started. <br /> <br />Council Bill No. 9303 - amending electrical code providing for final inspection and approval <br />of service and amending permit fees, was submitted and read in full. <br /> <br />~ Mr. McDonald moved seconded by Mr. Teague that the bill be read the second time by council bill <br />number only, with unanimous consent of the Council. <br /> <br />'i <br />The informational sticker will inform buyers that the service in the building 1s designed to ;1 <br />serve equipment installed when built. This is in compliance with 'Council instructions when the ,I <br />electrical ordinance was adopted. <br /> <br />I Councilman McDonald questioned whether the homeowner had any guarantee his house would be pro- <br />tected. Councilwoman Hayward suggested this could become another amendment to the Code. If <br />there are shortcomings to the electrical code, it should be examined. <br /> <br />In reply to Dr. Purdy's suggestion that the sticker could outline how far in excess of present <br />load the owner could go, the Manager said wording on the sticker is intended to alert the <br />'i buyer, but does not give any specific information regarding capac1ty. Traffic, 24th and Agate - After a change from a two-way stop to a three-way stop with <br />I' free right turn southbound on Agate to West on 24th at this intersection, a petition <br />, was received from residents of the neighborhood requesting a re-evaluation of the <br />change. The petitioners maintained that the present method is extremely hazardous for <br />pedestrians, and were concerned because a great number of school children use the inter- <br />section. <br /> <br />'i Copies of the Traffic Engineer's report were previously circulated to Councilmen. <br />I ;: After a re-evaluation, his findings did not support the 'position of the petitioners, " <br />and his recommendation was to not change the patter of the intersection at the <br />present time. If the Council did wish to make a change, he recommended that they 'I <br />change it back to the two-way stop. He suggested that the intersection be signal- I <br />ized as soon as funds were available., <br />, <br />, <br />Mrs. z:me KerrmUer, 2980 ~apital Dr~ said she had originated the petition and now ' <br />it had 500 additional names. She agreed that the present system did a good job of <br />, <br />~ facilitating traffic, but said it was an extreme hazard to pedestrians, and she <br />., was concerned a fatal accident might occur. " <br />I <br />) I, <br />Mrs. Beth Campbell, councilwoman-elect, said Mr. and Mrs. Disney and Mr. Eaton Conant ;: <br />had spoken to her prior to the meeting about the hazards of the intersection, but <br />they had been unable to remain until the meeting began, since it had been late starting. <br />" <br />" <br />Ii Mayor Anderson suggested that further comment be wi thheld and a public hearing held ,I <br />on this matter at the next regular Council meeting. <br /> <br />,I <br />In answer to Mrs. Beal, the ~affic Engineer said he had spent an hour and a <br />half wi th Mrs. Kemmler and Mrs. Alltucker showing them video tape and discussing, <br />!i the problems wi th the intersection. He explained that prior -to the change there :; <br />'; were six uncontrolled moves, and that there are now only 'four.
