<br /> Ii Mr. Ed Eisom, driver for Mother Cookie Company, said he had been driving that intersection

<br /> !I more than ten years, and that he felt traffic flow was a lot heavier now. He agreed that a

<br /> four-way stop would improve safety and facillitate pedestrian crossing.
<br /> Mr.. Jerry Burke, Laurelwood Lane was surprised there had been only two accidents in ,the last two
<br /> months. He requested a four way stop and that cross walks be designated.
<br /> Mr. Robert Leeper, 2760 Agate, 'said he had been driving this street for 33 years, and that it
<br /> had been difficult to adjust to the change. He suggested that any change in the pattern be e
<br /> marked in the street, in addition to installation of signs.
<br /> Traffic Engineer explained that the change was made to improve traffic movement. He said this
<br /> is a unique intersection because of topography. He explained the pedestrian problems, and
<br /> that school children are in the habit of crossing 'at points other than the intersection. With
<br /> regard to marked crosswalks, he explained the department hesitancey to mark crosswalks, because
<br /> most pedestrians then have a false sense of security. He explained the criteria for four way I
<br /> stops, and that the volume at this intersection did not nearly approach this cri teria,~, When a
<br /> four way stop is initiated at such an intersection, it creates a policing problem.
<br /> Patricia Helmers, 2720 Central Boulevard, said she has four children who say they do not have
<br /> as much trouble as they did before the pattern was changed.
<br /> Mr. Henry Dizney, 2530 Fairmount Boulevard, said it would be interesting to try the four way stop.
<br /> Councilman Gribskov said the primary purpose of streets is to move traffic; and asked the
<br /> Traffic Engineer whether a four way stop would impede movement of traffic. Traffic Engineer
<br /> pointed out that with a four way stop, vehicles would remain at the intersection for a longer
<br /> period of time than with the stop pattern there now.
<br /> Councilwoman Beal was very impressed with the study prepared by the Traffic Engineer, but felt
<br /> when it came to small children and their parents concerns the Council had to look at the matter
<br /> differently.
<br /> The Traffic Engineer recommended that, rather than approving a four way stop, the original two
<br /> way stop be returned.
<br /> The City Manager outlined the problem had, and said that, even though the Traffic Engineer did
<br /> not feel a four way stop was justified, the large majority of the people in the neighborhood r!

<br /> were very concerned about the problem and had requested this solution. He suggested the Council ~ !

<br /> that the Council consider changing the existing traffic pattern at 24th and Agate to revert to 'i

<br /> effect. "

<br /> Mr. Alltucker suggested that a four way stop would be safer, and said this was what his group il
<br /> had requested. He could see no reason to apply a blanket rule when this intersection was con- e

<br /> Vote taken on motion. Councilmen Beal, Mohr and Hayward voted in favor; Councilmen Purdy, :,

<br /> Teague, McDonald and Gribskov were opposed. The motion failed.
<br /> Mr. McDonald moved seconded by Mr. Teague to install a four way stop at 24th and Agate with
<br /> marked pedestrian cross walks.
<br /> The Traffic Engineer reminded the Council that there was a marked difference in the degree of
<br /> pedestrian safety with marked crosswalks, and urged the Council to delete this portion of the
<br /> motion.
<br /> Councilwoman Hayward agreed with this theory. She felt the Council had an obligation to see
<br /> if it could provide a safer intersection.
