He explained <br /> " <br /> that peak traffic was from 7:30 to 8:30 a.m. and 4:30 to 5:30 p.m.. Planning Commission Report, December 7, 1970: I <br /> A. Recommend that east-west alley running east from Olive, south of 11th terminating <br /> in mid-block by Eugene Hospital be made one-way eastbound. <br /> City Manager explained the location of this alley, and that there had been no <br /> protests. The Planning Commission had some discussion at its meeting regarding <br /> signing in order to warn people there would be a dead-end to the north-south <br /> alley, and .recommended signing be sufficient to keep people from entering. <br /> " <br /> ., <br /> ,I Recommendation regarding this alley was made due to its conflicts at its easterly terminus. <br /> I: The Planning Commission requested that some signing be instituted at the intersection of <br /> the two alleys to indicate that there is a limited extent of thoroughfare to the north. <br /> Mrs. Hayward was concerned that this alley should remain two-way, since she felt it would <br /> be part of an ideal bicycle route. The City Manager explained the location of this alley, <br /> and that the alley a little further south would provide a better route, since it was open <br /> from Willamette to Olive. <br /> Mr. Teague moved seconded by Mrs. Hayward to adopt the Resolution (For Council action on <br /> the resolution see page 11 of these minutes.) <br /> B. Recommended denial of annexation - Ernest Gose property, Tax Lot 1700, on Bertelsen <br /> Road between 18th and Bailey Hill Road. <br /> The Planning Commission recommended denial of this annexation and suggested the I' <br /> Lane County Local Government Boundary Commission be informed that, should they <br /> annex the property, they should also consider inclusion of the entire area to <br /> the north between Bertelsen and Four Oaks Grange Road. The advice of the County I: <br /> Sanitarian concludes that this entire area is a potential health hazard, due to ,; <br /> failing septic tanks. ,I <br /> I <br /> Mr. Teague moved seconded by Mrs. Hayward that this request be denied, and that the Ii <br /> " <br /> Boundary Commission be requested to consider annexation of the entire area to the II e <br /> north between Bertelsen and Four Oaks Grange Roads, should it be inclined to approve <br /> this request for annexation. Motion carried. <br /> III. Proposed Agreement, University Land Exchange <br /> A draft of a proposed agreement wi'js.'Jprevious1y mailed to Councilmen. It has been <br /> " approved by both the University and the State Board of Higher Education staffs, <br /> " <br /> and would provide for an exchange of land to permit vacation of 13th Avenue from \1 <br /> University to Kincaid. 'I <br /> I, <br /> :1 <br /> The City Manager explained changes made in the agreement, especially regarding !I <br /> a proposal for a traffic carrier near the river. <br /> Mayor Anderson said ,he had reviewed the document, and comp1imented'the staff for <br /> arriving at a satisfactory agreement. <br /> Councilman Mohr questioned the effect which signing of the agreement would have I <br /> on University zoning and the Planning Director explained that long-range planning <br /> will merely be implemented by the zoning ordinance; There will be no effect on <br /> the agreement. <br /> Councilman Williams asked that the record show that he has a conflict of interest <br /> and has refrained from commenting or voting. <br /> Mrs. Hayward moved seconded by Mr. Gribskov that the Council approve the agreement e <br /> 12/28/70 - 2 <br /> ~ <br />
