The property <br />owner has not decided whether to accept the bid. <br /> <br />On Items 2 through 5, staff recommends award to lowest bidder in all cases. <br /> <br />Mr. Teague moved seconded by Mr. Mohr to award the contract to the lowest bidder in all cases <br />except No.1, which should be held for action at a later date. Rollcall vote. All councilmen <br />voting aye, the motion carried. <br /> <br />e <br /> <br />III. Bid, Opened by Parks Department <br /> <br />Second state of irrigation for Campbell Center <br /> <br />Of three plan holders the bids were as follows: <br /> <br />Hennen Irrigation (no bid) I <br />Ramsey Waite Co., Inc. $7,442.00 <br />Turf Irrigation (no bid) <br /> <br />Office Estimate $9,830.00 Recommend accept Ramsey Waite bid <br /> <br />Three sets of plans were taken out but only one bid was returned. One bidder forgot to meet <br />the deadline and the other was not able to provide a bond. The office estimate was higher <br />than the bid received, and in view of that fact, and the good experience the City has had with <br />Ramsey Waite Company, the staff recommends award to Ramsey Waite. <br /> <br />Mr. Teague was concerned that there was only one bidder. The Manager explained that there <br />are only a limited number of companies in the city able to do this work. <br /> <br />Mr. Teague moved seconded by Mr. Mohr to award the bid to the Ramsey Waite Company, as <br />outlined above. Rollcall vote. All councilmen present voting aye, the motion carried. <br /> <br />IV. Reconsideration of Ban on Backyard Burning - Mr. Harold Moell, 36 Grandview, told of a <br />2/3/7bomnrrttee formed of citizens from all parts of the city who are petitioning the City Council <br />to reconsider its total ban on backyard burning. He explained problems wi th removal of <br />shrub clippings and leaves, and the hardship it presented for those with fixed incomes. <br />He said brush piles were infested with rodents, and were a fire hazard. <br /> <br />Mrs. Margaret patoine, said she was a member of a number of organizations which supported <br />the burning ban, and that she felt it had been most successful. She suggested that those <br />persons with rodent problems contact city and county agencies for control. <br /> <br />I <br /> <br />Mr. Leslie Erb, 610 East 39th, said the comnrrttee did not wish to argue the merits of the <br />burning ban, but were requesting the Council to reconsider this matter. <br /> <br />Mrs. Beal suggested that the law had not been in effect long enough to really evaluate, <br />and that it should remain in force at least through another summer. <br /> <br />e <br /> <br />Fire Marshal Wendell Wick said he had been concerned about the build-up of brush, but that <br />his last check revealed that all accumulations of trash had been eliminated. He felt the <br />fire hazard had lessened, and that people had accepted the fact that they could not burn. <br />He had checked with the County and found that there was no problem with disposal at the <br />land fill si tes . <br /> <br />Mr. Williams asked the Fire Marshal if there was any way to ascertain how much yard <br />debris was now being burned in fireplaces. Mr. Wick said this practice had undoubtedly <br />increased, but there was no way to qhbek it. <br /> <br />Mr. Mohr was not convinced the Council should reconsider this legislation. He congratulated <br />the people of Eugene on the way they had accepted the ban in terms of compliance with the <br />ordinance. The citizens of the City have been willing to take this small step to do their <br />part toward solution of the pollution problem. <br /> <br />I <br /> <br />Mr. McDonald suggested that the Council should consider noise, pollution as well as air <br />pollution, and in particular, look again at the matter of Balboa Park. He has ~ad many <br />complaints regarding excessive noise in that area.
