<br /> cited the instance of rerouting of the Roosevelt Freeway as a result of the
<br /> location of'Valley River Center. He concurred on the iss ue of free parking as
<br /> - a business stimulus, but felt major questions would resut such as street im-
<br /> provements,. lighting, traffic, etc. Mr. Williams said in dealing with the question
<br /> of funding parking on a downtown basis he does not think the 'public policy issues
<br /> enumerated would be of concern. Manager said it would be a matter of public concern
<br /> in that income of the,_ City from its existing parking program, both on- and off":'street,
<br /> will be affected. So there needs to be City participation in the plan to be de-
<br /> veloped, either through CounCilor City staff partiCipation.
<br /> Mrs. Beal' asked on what basis the proposed assessment is to'be levied. Manager
<br /> replied this has not been deCided and is one of the reasons for creating the
<br /> board - to have someone to put the program. together. He said discussion has been
<br /> general in terms of a business license fee or prop~rty tax.
<br /> CounCilman Hershner said to the degree that a good deal of parking is generated
<br /> by governmental activities public interest should be involved in the downtown
<br /> parking situation, and for that reason the Council should participate in structure
<br /> of the board.
<br /> Mayor Anderson said he feels the City government in Eugene is committed to a
<br /> program which will establish downtown business, particularly retail, as a viable,
<br /> competitive 'center, and that 'he strongly feels this Council is obligated to assist
<br /> . any groups in the downtown area who through their -own initiative want to improve
<br /> parking facilities. Since the City established the shopping mall it is-committed
<br /> also to providing faCilities.to make that'a viable center, and cannot establish
<br /> a roadblock against the automobile. He said he would be inclined to favor the
<br /> proposal, 'of, establishing a -subcommittee to' work with the Downtown committee.

<br /> I recently annexed along wi th the Breeden Brothers Somerset West development, lying
<br /> I along Hawkins Lane south of 22nd and west of City view. He said the area was
<br /> I annexed through procedural error,:so the_ City should bear the responsibility of
<br /> initiating withdrawal rather than through petition.. of, the, residents. Time ele-
<br /> ment is involved because a rezoning petition for property in that area is scheduled
<br /> for hearing before the Planning commission at itscnext meeting.
