<br /> r <br /> F. Liquor License Application - Grogg Shop, 1677 Coburg Road'- This application <br /> (RMBC), submitted by Robert C. Beckley, was recommended for approv~l at the <br /> May 31, 1972 Council meeting wi thout attention being called to the number of <br /> objections to its issuance in the neighborhood (13 out of 18 questioned by the <br /> local OLCC people). Manager suggested reconsideration of the application at the Comm <br /> June 12 Council meeting to allow objections to be heard. It was' understood the 6/7/72 . <br /> application will be listed on_the June 12 agenda. Approve <br /> G. Civic Center Design Plan (Planning ,Comndssion May 22/23, 1972) - Council was <br /> asked to adopt a resolution, copies of _which were previously distributed, endors- <br /> ing the concept of the December 1971 civic center design plan and indicating its <br /> willingness to be represented on an ad hoc co-ordinating comnd ttee made up of two <br /> members from ,each participating agency - Federal government, state of Oregon, Lane <br /> County, ci ty of Eugene, and the Eugene Water & Electri c Board. The Planning'Com- <br /> mission recommended approval of the _plan, with the stipulation that the Commission <br /> is concerned about the recommendations and goals of the design plan as they <br /> relate to traffic in that they are in conflict with the transportation element of <br /> the.1990 General Plan; approval should in no way admit to ratification of the <br /> Skinner.' s Butte Freeway nor in -any _way approve a vehicular-,:oriented civic center <br /> design plan. The Commission would like to_proceed with deliberations on the make- <br /> up of the ad hoc committee, its goals and charges, which should be subject to fur- <br /> ther consideration before the committee begins its work. I <br /> Manager explained that official recognition of the_ design plan is needed at this <br /> time to protect the plaza concept - separation_of vehicles and pedestrians, 'inte- <br /> gration of mass transit, pedestrian access between the center and Skinner's Butte, <br /> and potential for joint agreements on maintenance and operation of the common- . <br /> area. The Federal government is proceeding wi th plans for' construction of its <br /> building on 7th between Pearl and High, the Water Board and the State will be con- <br /> structing buildings soon, and all agencies involved have agreed-there is no reason <br /> why any future construction should not be compatible with the proposed civic center I <br /> design plan. I <br /> Adoption of this resolution will be considered by each of the agencies, and there <br /> is nothing in its adoption which will preclude actin on those things -about which <br /> there is still concern, but indicates a desire to proceed on a joint intergovern- <br /> mental, program. The study upon which the design plan is based concludes that the <br /> concept of governmental agencies at this location and in a, center of this size is <br /> acceptable. Staff people of the various agencies feel to proceed in this direction <br /> is proper and so recommend. <br /> Mrs. Campbell noted the statement in the plan that Skinner's Butte freeway will <br /> be constructed, incl uding a - connection wi th the central distri ct and proposed <br /> transportation center, and that the Civic _Center design plan is. predicated on a <br /> number of important. changes to existing streets whi ch 'will be the Ci ty , s problem. <br /> Manager said the concern of the design people at this poizt in time is the traffic <br /> movement need which would be served by the Skinner's Butte freeway. 'Without some <br /> other faci1i ty or some other decision made there will be- congestion. Acceptance -: <br /> of this design does not . prec1ude other answers _ to that prob1em~rlOr' does endorse- <br /> _J' <br /> ment constitute endorsement.of the Skinner's Butte freeway. <br /> Councilman Bradshaw said it seems that acceptance of this integrated concept would <br /> mean acceptance of those problems, if not Skinner's Butte freeway, then something <br /> else. <br /> Mrs. Bea1 expressed concern about lack of overall planning, about segmentation of <br /> the planning group, and the effect that construction of the center will have on <br /> other areas. She noted discussion in process concerning creation of a group con- <br /> cerned primarily with downtown parking and wondered how so many different bodies <br /> can bring the planning into an integrated whole. Planning Director commented on <br /> the Commission's concern with this issue and its feeling that the plaza concept <br /> for certain administrative functions of government is excellent and needs to be <br /> in the central area. He said there are so many unknowns it is difficult to make <br /> decisions affecting transportation problems in the future, but in making recommenda- <br /> tions for approval of the plan the Commission wanted to make the Council aware <br /> of obvious conflicts. Mrs. Bea1 remarked that it would seem better to have full- <br /> time staff people to-work on the solution to these problems rather than creating <br /> more committees and further segmenting the planning. <br /> Manager said it is recognized the point will necer be reached where everything is - <br /> planned and accepted by the entire community before construction is started. How- <br /> ever, at this time the Federal government is proceeding wi th abuilding, EWEB has <br /> purchased the property for their building in the center, andthe County is accumulating <br /> a building fund, so that it seems the agencies are more nearly integrated in their <br /> planning work to this point than is normal in these situations.
