However, the City Code holds that section of the <br />Uniform Code inoperative, and removal of that language from the City Code has the <br />effect of putting the fee into operation. Manager explained that the proposed change <br />would not change the status of single-family or duplex fees, only commercial, in- <br />dustrial, or multiple-family housing larger than a duplex. <br /> <br />Mrs. Beal moved seconded by Mr. Williams that the bill be read the second time by <br />council bill number only, with una~imous consent of the Council. Motion carried <br />unanimously and the bill was read the second time by council bill number only. <br /> <br />Mrs. Beal moved seconded by Mr. Williams that the bill, be approved and given final <br />passage. Rollcall vote. All councilmen present voting aye, the bill was declared <br />passed and numbered 16796. <br /> <br />D. Truck Routes <br />Maps of proposed truck routes were previously distributed to Council members. Planning <br />Commission on April 23, 1973 recommended adoption of the plan as submitted by the <br />Transportation Planning Committee. Favorable Council action would entail recommenda- <br />tion for establishment of the proposed routes to the State Highway Commission, 'thereby <br />requiring heavy trucks mo bypass other than designated streets in traversing the City. <br /> <br />Public hearing was opened. <br /> <br />e <br /> <br />Mike Helquist, 2456 Madison Street, speaking for Citizens for Noise Control, recom- <br />mended adoption of the plan. He said various neighborhood or'ganizations in the City <br />also favored its adoption. <br /> <br />," ' <br /> <br />Nick Maskal, 4652 Briars, principal of Lincoln School, favored the plan also. He noted <br />the significant. portion of heavy truck traffic around Lincoln School and said he felt <br />designation of other streets for trucks wouid contribute to the safety of children <br />going to and from school. <br /> <br />Public hearing was closed. <br /> <br />Councilman McDonald thought motorcycles should be included because of the noise factor. <br />He favored designated truck routes to promote safety and lessen congestion, but felt <br />noise control also was extremely important. <br /> <br />Councilman Wood wondered whether the proposed routes ,~ould be required for local de- <br />livery travel, thereby eliminating use of residential streets. He thought load limits <br />might have a bearing upon which streets could be used. Manager said there was no <br />attempt to establish load limits, the limit in the State law was the only authority. <br />Councilman Murray supported the plan, saying it would be a meaningful step in protect- <br />ing neighborhoods west of the downtown area. <br /> <br />. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to adopt the plan and transmit <br />recommendation to the State Highway Commission.
