He preferred inserting a definition of "significance" in the <br />policy. Ms. Bishow said most detenninations of "significance" are done on a <br />case by case basis, and the determination can be appealed. Ms. Brody said the <br />staff will develop administrative guidelines for the detennination of signifi- <br />cance and ask the Metropolitan Policy Committee (MPC) to review the guidelines. <br /> <br />B. Metro Plan Diagram Amendments <br /> <br />Index No. B-9, CObUrg/count~ Farm Road Commercia1--a proposal to <br />change the designation of a out 5 acres of property from Low <br />Density Residential to Community Commercial. <br /> <br />Answering questions from councilors, Ms. Bishow said the council did not take <br />official action on the proposal. The five acres were not included in the <br />Coburg/Crescent Special Area Study. The MPC, the Springfield Planning Commis- <br />sion, and the Eugene Planning Commission recommended approval of the change. <br />The Lane County Planning commission did not recommend approval. The DLCD <br />indicates the change can probably be justified. <br /> <br />1. <br /> <br />Mr. Hansen discussed another proposal in which the land area was decreased. <br />He said Wi1dish Company representatives indicated they will ensure that only a <br />corporate office building will be constructed on the site if the designation <br />is approved. Ms. Brody said the counci1's expectation could be expressed <br />through the legislation intent. <br /> <br />2. Index No. B-11, Irving Road Industrial Site--a proposal to <br />change the designation from Light Medium Industrial to Special <br />Light Industrial. <br /> <br />Ms. Schue said the MPC did not make a recommendation on the proposal. <br /> <br />3. Index No. B-15, North Gateway Commercial (Cocker1ine)--a <br />proposal to change the designation from Special Light Industrial <br />to commercial use. <br /> <br />Ms. Bishow said the Springfield City Council tabled the proposal until MPC <br />takes action on it. <br /> <br />Answering questions, Ms. Bishow said the council could also table the pro- <br />posal. Now, the proposal is for 7.6 acres. The Springfield Planning Com- <br />mission supported the proposal. The Springfield council wondered if the <br />change would compromise the Special Light Industrial site.
