Notification of University of Oregon Nominations to the Riverfront <br />Research Park Commission <br /> <br />Mayor Obie said he made the following appointments selected by University e,f <br />Oregon President Olum to the Riverfront Research Park Commission: <br /> <br />Mabel Armstrong, 2580 McMillan..................Term to expire: 12/31/87 <br />Ronald Blind, 2480 Malabar Drive................Term to expire: 12/31/87 <br />Don Corson, 2845 Central........................Term to expire: 12/31/87 <br />Dan Giustina, 3463 Olive........................Term to expire: 12/31/87 <br /> <br />Mayor Obie asked City Manager Micheal Gleason to notify President Olum of the <br />action. <br /> <br />Mayor Obie appointed Mr. Keller temporary chairer of the commission. Mayor <br />Obie hoped Mr. Keller will be elected chairer. <br /> <br />e <br /> <br />IV. RECOMMENDATIONS ON TRANSPLAN (memo, background information distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Planning Director <br />Susan Brody gave the staff presentation. She referred to a memo dated January <br />8, 1986, to the Mayor and City Council from the Planning and Public Works <br />Departments and to a memo dated January 6, 1986, to Mayor Obie and Members of <br />the Council from Dorothy Anderson. She noted that Councilors Ehrman and <br />Hansen had previously suggested changes in the draft of the TransPlan in memos <br />to the council. <br /> <br />Staff members discussed each of the issues raised in the memos and then the <br />councilors voted on each issue. Ms. Brody said an ordinance reflecting the <br />council's action will be presented to the council for approval later. <br />Differences in the recommendations of the council, the Springfield City <br />Council, and the Lane County Board of Commissioners will be considered by the <br />Metropolitan Area Transportation Committee (MATC). <br /> <br />A. The eight percent transit goal <br /> <br />Ms. Brody said some councilors had indicated that the eight percent transit <br />goal is unattainable and should be reduced. She said the three elected bodies <br />reached a consensus about the assumptions to be used in the TransPlan in the <br />evaluation report process. During the discussions, a compromise to phase the <br />accomplishment of the transit goal was reached. The compromise reached was <br />that the goal will be three percent from now to the next major update of the <br />TransPlan, five percent from the update to ten or 12 years, and eight percent <br />when the Metro Plan population of 293,700 is reached.
