. . B. Bonnie Raitt Concert at Cuthbert Amphitheater . Ms. Ehrman said she received complaints and, consequently, would like a report about police action at the concert at the Cuthbert Amphitheater Saturday, August 9, 1986. Mr. Whitlow said there were about 6,000 people at the concert and the private security force called the Eugene Police because of fears that things were getting out of hand. He said the police officers wore helmets which are part of the standard uniform when the police are called to an unknown situation. The officers did not wear riot gear. The procedures the police followed are preventive ones. Ms. Wooten said she was at the concert and did not know there was trouble. She said the concert was planned and conducted by a contractor. Ms. Ehrman said only one entrance to the amphitheater was open and some people missed part of the concert because of that. Mayor Obie said sometimes the appearance of the police increases the problems at such events rather than solves them and he asked Mr. Whitlow to provide more information later about the incident. Mr. Whitlow said the response of the police was appropriate when they responded to the call from the private security force. C. Lane County Support for Airport Expansion Councilor Rutan announced that the Lane County Commissioners approved a grant of over $1.5 million from the Lane County Road Fund Economi c . Development Program for the Mahlon Sweet Airport terminal expansion. Mr. Rutan said the grant indicates that the terminal expansion is a regional project. The grant will be helpful in the negotiations with the airlines and the pursuit of additional Federal funds. He expressed appreciation for the support from the Lane County Commissioners. Mayor Obie said the idea of using the Road Fund Economic Development Program was initiated by the Airport Financing Committee. He expressed special than ks to Lane County Commissioner John Ball. He said Commissioners De Fazio and Rust joined Commissioner Ball in voting for the grant. He said Commissioners Ivey and Rogers were not present. He also thanked Councilors Rutan, Hansen, and Ehrman as well as Mr. Whitlow and Bob Shelby, Director of Aviation at the airport for their work. D. Council of Governments Conference Ms. Schue said she attended the regional Council of Governments Conference in Portland last week. She discussed the activities at the conference and said they were interesting. E. Informational Pamphlets About Eugene Councilor Miller said he went to the Brookings Informational Center while on vacation and found good pamphlets about Eugene there. .
