Councilor Wooten said the construction on 6th and 7th avenues is going <br /> well and the signs for adjacent businesses are very visible. <br /> She said the Traffic Committee of the Whiteaker Community Council is <br /> working with the City to solve the problems caused by increased traffic of <br /> 5th Avenue. <br /> G. 5th Avenue Design Committee <br /> Ms. Wooten said the Downtown Commission appointed a 5th Avenue Design <br /> Committee to prepare a comprehensive plan for the Fifth Avenue Historic <br /> District and the extension of Willamette Street to the Hult Center. <br /> H. Crime Action Task Force <br /> Ms. Wooten said the five subcommittees of the Crime Action Task Force are <br /> doing excellent work. She said the work will take about a month longer <br /> than expected and Marge Beck and Christine Donahue are doing a good job of <br /> staffing the committee. She said the task force will request a work <br /> session with the council on November 19, 1986. <br /> I. Ban on Fortified Wine <br /> Ms. Wooten said the voluntary ban on fortified wine in the Whiteaker <br /> neighborhood seems to have decreased the problems caused by transients. <br /> . J. Relocation of Oregon State Employment Division <br /> Councilor Hansen said many citizens in his neighborhood are concerned <br /> about the relocation of the offices of the State Employment Division to <br /> 2510 Oakmont Way, the former site of a fitness center. He asked for <br /> information about traffic conditions in the neighborhood and possible <br /> solutions to future problems. He said police officers have been called to <br /> the present location of the offices at 432 West 11th several times and he <br /> would 1 i ke to know how such problems as well as the effect of the <br /> relocation on the adjacent park will be mitigated in the future <br /> Ms. Bascom said she also is concerned about the neighborhood. She said <br /> the process for relocating the offices is advanced and it may not be <br /> possible to change it. She asked the staff to establish a special liaison <br /> with the neighborhood and the Employment Division to anticipate and solve <br /> future problems. She requested a progress report on the situation in a <br /> few months. <br /> Mr. Rutan agreed with Ms. Bascom's suggestion about a special liaison and <br /> asked the staff to send a letter the State Employment Division about the <br /> council1s concerns. <br /> Mr. Holmer said he visited both the present and the new site of the <br /> Employment Division and talked with the Employment Division manager and <br /> . <br /> - MINUTES--Eugene City Council August 13, 1986 Page 3 <br />
