She said the
City could contribute $1,000 to sponsor a meter of the reconstructed track,
$10,000 to sponsor a lane of the track, or some other amount to support the
project.
Mr. Rutan said it would be appropriate for the council to pass a resolution
supporting the renovation of Hayward Field but the renovation project needs
the financial support of the City. He said it would be wise and prudent for
the City to, participate in funding the renovation because Hayward Field is a
big asset to the community. He suggested the City support the renovation with
$10,000. He said the council's policy of dealing with each request for funds
individually is appropriate. He emphasized that the Hayward Field renovation
is unique. He said the council cooperated with the Eugene Active 20-30 Club
for the Fourth of July Celebration and that action was appropriate. He said
the council's participation in funding the Hayward Field renovation project
will he 1 p' ra i se funds in the private sector because it wi 11 indicate
decisively that the project involves the whole community.
Mr. Miller said a $10,000 commitment would be proper and, if the action is
precedent setting, it is the kind of precedent he would like to set.
Ms. Wooten said she will also support a $10,000 commitment from the City. She
e said the City should thank the members of the Oregon Track Club for the great
contribution they make to the community's economy and image. She said a
financial commitment from the City for the Hayward Field renovation will
indicate leadership and will encourage other parts of the community to support
the renovation.
Answering questions from Ms. Ehrman, Mr. Gleason said the City Council cannot
give funds to a community project but the council can purchase services. He
said the staff could develop a contract to purchase $10,000 of services for
the renovation. The money would come from the City's contingency account.
Ms. Bascom'said it would be tragic for the community if Hayward Field is not
renovated. She said a $10,000 commitment from the City would be a gesture
which she hoped would help raise funds from other sources.
Mr. Holmer said he favors approval of the resolution supporting the renovation
of Hayward Field; however, he does not think that public funds should be used
for the project. He said the funds would come from property taxes and they
should not be spent for Hayward Field.
Mayor Obie said he supported the acquisition of $10,000 of services for the
Hayward Field renovation. He said the University and Hayward Fie 1 dare
extremely important to the community and a commitment from the City for the
renovation will acknowledge their importance.
e MINUTES--Eugene City Council September 24, 1986 Page 3
