She said future refinement plans will establish additional <br /> e setback criteria for the Greenway. <br /> Answering questions from Ms. Ehrman and Ms. Bascom, Ms. Brody said the DLCD <br /> Field Representative for this area indicated that the term "precluding the <br /> requested" and the other changes recommended by the staff are acceptable to <br /> the DLCD. <br /> Replying to a question from Mr. Holmer about Section 9.260 (4) on page 2 of the <br /> ordinance, Ms. Brody said the natural vegetative fringe of the river should be <br /> protected and improved but the DLCD probably would approve the deletion of <br /> "and enhancement." <br /> Ms. Wooten said she does not know how the term "greatest possible degree" will <br /> be interpreted. Responding to her concern, Ms. Brody said Statewide Goal 15 <br /> does not define "greatest possible degree. II She said there wi 11 be some <br /> subjectivity in its interpretation but the proposed revisions give guidance <br /> and the standards in the code are clear about what should be protected in the <br /> Greenway. Mr. Sercombe added that each proposed development wi 11 be <br /> evaluated. Ms. Brody said the Eugene Park.s Master Plan includes a <br /> recommendation that a use management plan will be developed for the Greenway. <br /> The Planning Department could begin a refinement plan for all the Greenway <br /> within the city's boundaries in a year. <br /> Answering questions from Mr. Hansen, Ms. Brody said the revisions require that <br /> the natura 1 vegetative fringe along the river be protected. They prohibit <br /> e actions that would harm the fringe, but minor changes, such as a fishing dock <br /> or a cleared river bank as in Alton Saker Park, would be permitted. <br /> Mr. Sercombe said intrusions into the fringe for water-related or water- <br /> dependent uses would be permitted. <br /> Ms. Bascom said wise intrusions into the river's vegetative fringe have been <br /> made. For example, grass is planted to the water's edge in the George Owens <br /> Rose Garden and the river1s bank has been stabilized in several places with <br /> rock and stone. She said it is important that such things be allowed. <br /> Ms. Brody said the recommended change would not preclude such things. <br /> Mayor Obie said Eugene is an urban center and enhancement of the river bank <br /> might be included in the design of some developments. Ms. Brody responded <br /> that developments must conform to Statewide Goal 15. Mr. Sercombe said all <br /> 1 and wi th in the urban growth boundary is considered urban land. New <br /> developments that conform to the conditional use permit criteria are <br /> permitted. <br /> Mayor Obie opened the public hearing. <br /> Al Urquhart, 1820 Olive, said he has the same concerns expressed by the DLCD. <br /> He recommended approval of the change recommended by the staff, but he <br /> suggested the words "precluding the permitted" use be substituted for <br /> "precluding the requested" use.
