Carole Hildebrand, Assi stant City Librarian, said the <br /> e committee indicated that satellite libraries will be needed but the council <br /> should not be committed to funding them within a specific time. <br /> Answering other questions from Mr. Holmer and Ms. Bascom, Ms. Hildebrand said <br /> the American Library Association standards for library space are based on <br /> population. Mr. Saul said future expansion was given considerable weight <br /> because of the many functions a library should provide. He said parking for <br /> patrons and staff is important. He said the committee decided that the <br /> library should be able to expand again on whatever site is chosen. He said the <br /> committee indicated that including the library in a multi-use development <br /> might facilitate financing and that it is important for the library to be <br /> associated with other public functions. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, to accept the <br /> recommendations of the Preliminary Report as a basis for the <br /> committee's work during the second phase of the Future Library <br /> Study. <br /> Answering a question from Ms. Wooten and Ms. Bascom, Mr. Hansen said his use <br /> of the word "accept" probably would address Mr. Holmer's concerns about the <br /> report. <br /> Mr. Holmer said he will support the motion. <br /> Ms. Bascom asked if the motion was intended to weaken the council's support <br /> for the report. Mr. Hansen responded that the report is a fine document and <br /> e contains much good information. He said it contains many goals to which the <br /> council has not agreed. He said approval of the motion would indicate that <br /> the council supports the work plan of the committee and that the document <br /> should be used by the committee in developing detailed plans. He said the <br /> meaning of "acceptll and lIadoptll .are similar. <br /> Ms. Wooten said she appreciates the committee's work. She said she would like <br /> to indicate to the committee and the pub 1 i c that the council wants the <br /> committee to continue its work and that the council will consider the final <br /> report. <br /> Ms. Wooten moved, seconded by Ms. Schue, to amend the motion <br /> to substitute the word lIadoptll for "accept." <br /> Mr. Holmer said he has supported the library and the Future of Our Library <br /> Committee. He said the committee's work should result in a plan that can be <br /> presented to the voters with strong council support. He said he would like <br /> the committee's work to continue. He said he is cautious because councilors <br /> have been told in the past that they have approved projects by adopting a <br /> committee report. <br /> Ms. Schue said the Preliminary Report indicates that it will be the basis of <br /> the second phase of the committee's work.
