Obie. <br /> <br />Mayor Obie welcomed Boy Scout Troops 79 and 579 to the council meeting. <br /> <br />I. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED EAST <br />AND WEST OF GILHAM ROAD, NORTH OF CRESCENT AVENUE (CITY OF EUGENE: <br />GILHAM ISLANDS) (AZ 86-5) <br /> <br />City Manager Micheal Gleason introduced the item. Bill French of the Planning <br />Department gave the staff report. He said the proposal to annex and rezone <br />Tax lots 1700, 1701, 1800, and 203 which are along Gilham Road north of <br />Crescent Avenue was initiated by the Public Works Department. The properties <br />are surrounded by the city. Mr. French reviewed the annexation criteria and <br />said the properties meet the criteria. He said the council approved the <br />improvement of Gilham Road in November 1986 and the owners of Tax Lots 1700, <br />1701, 1800, and 203 cannot be assessed by the City for the street improvements <br />until the properties are annexed. <br /> <br />No ex parte contacts or conflicts of interest were declared by the councilors. <br /> <br />Les Lyle of the Public Works Department spoke on behalf of the applicant. He <br />said residents in the area have been appointed to a Design Review Committee <br />whi ch has addressed thei r concerns. Ri ght-of-way for the improvement of <br />Gilham Road is being acquired. He said three new subdivisions in the area are <br />being planned. <br /> <br />Answering questions from Mr. Rutan and Ms. Ehrman, Mr. Lyle said he did not <br />recall if any of the property owners expressed opposition to the annexation in <br />the Planning Commission's public hearing. He said the fact that some <br />properties would have to be annexed before their owners could be assessed for <br />the improvement of Gilham Road was indicated when the council approved the <br />improvement project.
