<br />e <br /> <br />Mr. Croteau said the applicant requested application of the City's Tax <br />Differential Plan to the properties. The plan indicates that property owners <br />will be billed for 50 percent of the City property tax the first year the <br />properties are annexed. Each subsequent year, an additional 10 percent will <br />be added to the bill until 100 percent of the tax is paid. <br /> <br />Mr. Croteau said the proposed zoning is similar to the existing Lane County <br />zoning on the properties. <br /> <br />Answering questions from Ms. Ehrman and Ms. Bascom, Mr. Croteau said the <br />proposed zoning conforms to the designations in the River Road/Santa Clara <br />Public Facilities Plan. Ms. Brody said the council does not have to approve <br />this individual request for the Tax Differential Plan because the council <br />previously approved a blanket offering of the plan for all property in the <br />River Road/Santa Clara area. <br /> <br />No ex parte contacts or conflicts of interest were declared by the councilors. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />Alan Yordy, 1255 Hilyard, said he represents Sacred Heart General Hospital. <br />He said hospital officials have intended to develop Tax Lot 800 to meet the <br />health needs of the people in the area since the property was acquired in <br />1983. The design concept involves several buildings on the property. He said <br />the River Road/Santa Clara Citizen Advisory Team concurred with the <br />development concept in 1984. <br /> <br />e <br /> <br />Mr. Yordy said annexation will provide the urban services needed to develop <br />Tax Lot 800 and will address groundwater pollution in the area. Sewers could <br />be installed by fall 1987. He said hospital officials applied for the <br />annexation and rezoning with the understanding that City zoning districts <br />equi va 1 ent to the ex i st i ng lane County zones wi 11 be app 1 i ed to the <br />properties. The GO General Office zone has been requested for Tax Lot 800. <br /> <br />There being no additional requests to testify, Mayor Obie closed the public <br />hearing. <br /> <br />Res. No. 4025--A resolution furthering annexation to the City <br />of Eugene and the Lane County Metropolitan <br />Service District of property located west of <br />River Road and in the Santa Clara-RUby Lane <br />area. <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to adopt the <br />resolution.
