e Mr. Croteau said the applicant requested application of the City's Tax Differential Plan to the properties. The plan indicates that property owners will be billed for 50 percent of the City property tax the first year the properties are annexed. Each subsequent year, an additional 10 percent will be added to the bill until 100 percent of the tax is paid. Mr. Croteau said the proposed zoning is similar to the existing Lane County zoning on the properties. Answering questions from Ms. Ehrman and Ms. Bascom, Mr. Croteau said the proposed zoning conforms to the designations in the River Road/Santa Clara Public Facilities Plan. Ms. Brody said the council does not have to approve this individual request for the Tax Differential Plan because the council previously approved a blanket offering of the plan for all property in the River Road/Santa Clara area. No ex parte contacts or conflicts of interest were declared by the councilors. Mayor Obie opened the public hearing. Alan Yordy, 1255 Hilyard, said he represents Sacred Heart General Hospital. He said hospital officials have intended to develop Tax Lot 800 to meet the health needs of the people in the area since the property was acquired in 1983. The design concept involves several buildings on the property. He said the River Road/Santa Clara Citizen Advisory Team concurred with the development concept in 1984. e Mr. Yordy said annexation will provide the urban services needed to develop Tax Lot 800 and will address groundwater pollution in the area. Sewers could be installed by fall 1987. He said hospital officials applied for the annexation and rezoning with the understanding that City zoning districts equi va 1 ent to the ex i st i ng lane County zones wi 11 be app 1 i ed to the properties. The GO General Office zone has been requested for Tax Lot 800. There being no additional requests to testify, Mayor Obie closed the public hearing. Res. No. 4025--A resolution furthering annexation to the City of Eugene and the Lane County Metropolitan Service District of property located west of River Road and in the Santa Clara-RUby Lane area.
