The council could apply the tax differential <br />to noncontiguous properties. The tax differential program will be available <br />for about one and a ha 1 f more yea rs. <br /> <br />Ms. Ehrman opened the public hearing. <br /> <br />Gordon Elliott, 1414 Polk, said the principles of planning indicate that <br />properties should be used for their highest and best use and should include <br />the provision and maintenance of public services. He discussed his plan to <br />develop a self-sufficient adult village on the 200 acres he owns. <br /> <br />Mr. Holmer said Mr. Elliot seemed to favor approval of the proposed amendment. <br /> <br />Mr. Elliott said his property is not within the Urban Growth Boundary and he <br />would like to know what his property does not have. <br /> <br />Answering a question from Mr. Holmer, Ms. Brody said Mr. Elliott's property is <br />designated "Urban Reserve" in the Metro Plan. <br /> <br />Answering a question from Ms. Ehrman, Ms. Brody said appropriate public notice <br />of this public hearing was provided. <br /> <br />There being no additional requests to testify, Ms. Ehrman closed the public <br />hearing. <br /> <br />e <br /> <br />CB 2953--An ordinance adopting amendments to the Eugene- <br />Springfield Metropolitan Area General Plan <br />pertaining to noncontiguous annexations. <br /> <br />Mr. Holmer moved, seconded by Ms. Wooten, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the council, and that enactment be <br />considered at this time. Roll call vote; the motion carried <br />unanimously. <br /> <br />Mr. Holmer moved, seconded by Ms. Wooten, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19450). <br /> <br />III. PUBLIC HEARING: REQUEST FOR CREATION OF EXTENSION SERVICE COUNTY <br />SERVICE DISTRICT <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Planning Director Susan <br />Brody gave the staff report. She said Lane County funding for the Oregon <br />State University (OSU) Extension Service have been declining and the creation <br />of a County Special District has been initiated by registered voter petition. <br />The district would finance the local share of the extension program.
