<br />II. PUBLIC HEARING: CENTRAL AREA TRANSPORTATION STUDY <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Dave Reinhard of the Public <br />Works staff gave the staff report. He said copies of a June 4, 1987, letter <br />from Robert H. Belknap, Suite C200, 895 Country Club Road, and a June 8, 1987, <br />letter from Jim Traver, 20 East 30th Avenue, were distributed to the council. <br />He discussed the letters. <br /> <br />Mr. Reinhard said the councilors received recommendations concerning the <br />Central Area Transportation Study (CATS) from the Planning Commission. <br />Questions about the CATS asked by the councilors at a study session on May 20 <br />were answered in the staff notes. He said the council is scheduled to take <br />action on the CATS and forward a parking and circulation plan to the Lane <br />Regional Air Pollution Authority (LRAPA) on June 17, 1987. <br /> <br />Mr. Reinhard said there is some information in the CATS about the opening of <br />Willamette Street between 8th and 10th avenues to vehicular traffic. However, <br />a decision about the opening will be made during consideration of the Urban <br />Renewal Plan Update. A public hearing on the plan update will be held on <br />July 13. <br /> <br />Answering questions from Mayor Obie, Kirk McKinley of the Planning Department <br />said several owners of property on Willamette Street between 23rd Avenue and <br />24th Place have asked that their residentially zoned properties be rezoned for <br />general office use. He said the Planning Commission recommended that the <br />property owners initiate a Metropolitan Area General Plan amendment to change <br />the designation of their properties. The Planning staff will contact Robert <br />Belknap to tell him of the commission's recommendation. <br /> <br />e <br /> <br />. Replying to other questions from Mayor Obie, Mr. Reinhard said analyses in the <br />CATS indicate that air quality and traffic circulation in the downtown will <br />not be affected very much by vehicular traffic on Willamette Street between <br />8th and 10th avenues. He suggested that statements in CATS concerni ng <br />Willamette Street between 8th and 10th avenues be marked with asterisks when <br />the council adopts the study. The asterisks will indicate that a decision <br />about the street will be made in the Urban Renewal Plan Update. <br /> <br />Mr. Holmer asked about the rationale for recommending a deletion from <br />Recommendation #6 on page 4 of CATS of a statement concerning the financing of <br />parking structures by developers. Mr. Reinhard responded that the Downtown <br />Commission considered the statement to be too restrictive because parking <br />facilities in the downtown are usually financing by tax increment or other <br />area financing plans. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />Boyd Iverson, 1158 High Street, said he is unofficial spokesperson for 12 of <br />the 14 property owners on Willamette Street between 23rd Avenue and 24th <br />Place. He said the owners would like the properties rezoned from R-3 to the GO <br />General Office zoning district.
