In that <br />case, property owners would not have to pay a fee for the Metro Plan <br />amendment. If the owners must initiate the plan amendment, he asked that they <br />be charged only one fee for both the amendment and the rezoning. <br /> <br />Mayor Obie said Mr. Iverson will have to work with the Planning staff to <br />process his requests. <br /> <br />Jim Gaderlund, 1937 Willamette, said he opposes the proposal for two-way <br />vehicular traffic on Willamette Street from 13th to 20th avenues. He said a <br />study of businesses on Willamette Street between 11th and 13th avenues was <br />proposed to see if the busi nesses benefitted from the change to two-way <br />traffic. He urged completion of the study. <br /> <br />There being no additional requests to testify, Mayor Obie closed the public <br />hearing. <br /> <br />Mr. Reinhard said the council will be asked to provide direction on the land <br />use issues raised in the CATS. Consequently, the council will consider uses <br />on Willamette Street between 23rd Avenue and 24th Place. <br /> <br />Mr. McKinley said the Development Department staff has talked with business <br />owners on Willamette Street between 11th and 13th avenues. The street has <br />been open to two-way traffic only a short time, and business owners indicate <br />that business has not changed. A study will be done in about a year. <br /> <br />e <br /> <br />Answering a question from Ms. Bascom and Ms. Ehrman, Mr. McKinley said <br />recommendations in the CATS reinforce residential uses on Willamette Street <br />between 19th Avenue and 24th Place. He said the Downtown Commission has not <br />responded to the Planning Commission recommendation to maintain one-way <br />traffic on Willamette Street between 13th and 20th avenues. <br /> <br />Ms. Bascom said the Planning Commission recommendation indicated that the <br />issue of two-way traffic on Willamette Street from 13th to 20th avenues may be <br />reviewed periodically. She said the wording should be more precise. She <br />suggested a review every two years. <br /> <br />Ms. Schue agreed with Ms. Bascom's suggestion. <br />Mayor Obie said he does not agree with Ms. Bascom's suggestion. <br /> <br />III. PUBLIC HEARING: CHAPTER 3 ORDINANCE REVISION -- REFUSE COLLECTION RATE <br />FOR MECHANIZED CURBSIDE SERVICE <br /> <br />City Manager Micheal Gleason introduced Wallace Swanson, chairperson of the <br />Refuse and Recycling Board. Mr. Swanson introduced Anita Fletcher and Jill <br />Gaydos, the other members of the board. Mr. Swanson said the garbage <br />collection industry is very competitive.
