<br />e <br /> <br />Mr. Swanson said the Refuse and Recycling Board met with the garbage haulers. <br />The board recommends approval of the proposed ordinance which includes all <br />established garbage collection rates and a $10 rate for the mechanized 90- <br />gallon container service. The board also recommends that the 90-gallon rate <br />be reviewed in a year. <br /> <br />Answering a question from Mr. Holmer, Mr. Swanson said the 90-gallon rate is <br />the only new rate in the proposed ordinance. <br /> <br />Mr. Miller said it is important that the 90-gallon mechanized service be <br />monitored so that containers are not left at the curbs where they may become <br />prey for vandals and homes for flies. He suggested the Refuse and Recycling <br />Board work with industry representatives to mitigate the effects of the new <br />service. <br /> <br />Mr. Swanson said an education program is needed and the board will meet <br />monthly with industry representatives. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />John Hire, 3935 Spring Boulevard, said he is the General Manager of Sanipac. <br />He said the proposed $10 rate is a logical bench mark for the 90-gallon <br />container service and the haulers support the rate. He said Greta Utecht of <br />the Development Department has done a good job of staffing the Refuse and <br />Recycling Board and learning about the mechanized service. He said the <br />service is new and changing. He said the haulers agree that the the proposed <br />rates will enable them to provide the traditional garbage collection and <br />recycling service, as well as the mechanized service, in a safe, responsible; <br />~ and secure way. <br /> <br />There being no additional requests to testify, Mayor Obie closed the public <br />hearing. <br /> <br />CB 2962--An ordinance concerning refuse collection rates; adding <br />a mechanized curbside collection minimum fee schedule <br />for 0-90 gallon containers; and declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. <br /> <br />Mr. Holmer suggested the City reconsider its role in regulating the garbage <br />collection industry. He discussed the rates in the proposed ordinance and the <br />process of obtaining a rate for the mechanized 90-gallon container service. <br />He said cities should enforce public health measures and control pollution. <br />He said the City does what it should if it ensures that industry <br />representatives protect public health, control pollution, and abide by the <br />law. <br /> <br />Mr. Holmer read some of the rates in the proposed ordinance. He said they are <br />very precise and the City will have to rely on the haulers.
