CITY COUNCI L MINUTES OF LUNCH/WORK SESSION OF JULY 8, 1987, AND <br /> MEETINGS OF JULY 13, 1987, AND JULY 27, 1987 <br />e Mr. Rutan moved, seconded by Mr. Miller, to approve the <br /> City Council minutes of July 8, 13, and 27, 1987. <br /> Answering a question from Mayor Obie, Cathy Freedman of the City Manager1s <br /> Office said Mr. Bennett requested a change in the fifth and sixth paragraphs <br /> on page 4 of the July 13,1987, minutes to clarify the reasons for his support <br /> of the Willakenzie Road improvement project. The change resulted in three <br /> paragraphs instead of two and i ndi cated that "proper research has not produced <br /> any other solution and there are good reasons for improving the road. II <br /> Mayor Obie said the motion includes the amendments to the July 13, 1987, <br /> minutes requested by Mr. Bennett. <br /> Roll call vote; the motion carried unanimously, 5:0. <br /> V. VACATION OF A PORTION OF HENDERSON AVENUE (DALE AND RUTH FISCHER) <br /> (SV 87-2) <br /> City Manager Micheal Gleason introduced the item. Terry Jones of the Planning <br /> Department gave the staff report. She said the council held a public hearing <br /> on August 3, 1987, on a request from Farwest Steel Corporation to vacate <br /> Henderson Avenue between 19th and 22nd avenues in Glenwood. The public <br /> hearing was closed on August 3 but the council .deferred action until it could <br /> visit the site. She said Ms. Wooten, Mr. Rutan, Ms. Schue, and Ms. Bascom <br />e toured the site today with staff members and Mike Farthing, the applicant's <br /> representative. <br /> Ms. Jones said the record should be reopened so that councilors may state new <br /> information they obtained on the tour that might influence their decision. In <br /> addition, Mr. Farthing should have an opportunity to rebut the new <br /> information. Ms. Jones said Mr. Farthing submitted a letter dated September <br /> 2, 1987, to the Planning Department. Copies of the letter were sent to <br /> interested parties to comply with the City's public notification policies. A <br /> letter dated September 9, 1987, from Margaret Marino, 3825 East 21st Avenue, <br /> responding to Mr. Farthing's letter was received by the Planning Department. <br /> Ms. Jones recommended that both letters be entered into the record. <br /> Ms. Schue said she was not at the August 3 public hearing but she read minutes <br /> of the hearing and other pertinent information. She said she feels properly <br /> informed and will participate in the discussion and vote. <br /> Mayor Obie opened the record for comments from the councilors. <br /> Ms. Bascom said she learned on the tour of the possibility of providing a <br /> bicycle/pedestrian access somewhere other than on Henderson Avenue. <br /> Answering questions from Ms. Wooten, Ms. Jones said people probably carry <br /> bicycles across the railroad tracks.
