IV. CITY COUNCI L MINUTES OF LUNCH/WORK SESSION OF JULY 8, 1987, AND MEETINGS OF JULY 13, 1987, AND JULY 27, 1987 e Mr. Rutan moved, seconded by Mr. Miller, to approve the City Council minutes of July 8, 13, and 27, 1987. Answering a question from Mayor Obie, Cathy Freedman of the City Manager1s Office said Mr. Bennett requested a change in the fifth and sixth paragraphs on page 4 of the July 13,1987, minutes to clarify the reasons for his support of the Willakenzie Road improvement project. The change resulted in three paragraphs instead of two and i ndi cated that "proper research has not produced any other solution and there are good reasons for improving the road. II Mayor Obie said the motion includes the amendments to the July 13, 1987, minutes requested by Mr. Bennett. Roll call vote; the motion carried unanimously, 5:0. V. VACATION OF A PORTION OF HENDERSON AVENUE (DALE AND RUTH FISCHER) (SV 87-2) City Manager Micheal Gleason introduced the item. Terry Jones of the Planning Department gave the staff report. She said the council held a public hearing on August 3, 1987, on a request from Farwest Steel Corporation to vacate Henderson Avenue between 19th and 22nd avenues in Glenwood. The public hearing was closed on August 3 but the council .deferred action until it could visit the site. She said Ms. Wooten, Mr. Rutan, Ms. Schue, and Ms. Bascom e toured the site today with staff members and Mike Farthing, the applicant's representative. Ms. Jones said the record should be reopened so that councilors may state new information they obtained on the tour that might influence their decision. In addition, Mr. Farthing should have an opportunity to rebut the new information. Ms. Jones said Mr. Farthing submitted a letter dated September 2, 1987, to the Planning Department. Copies of the letter were sent to interested parties to comply with the City's public notification policies. A letter dated September 9, 1987, from Margaret Marino, 3825 East 21st Avenue, responding to Mr. Farthing's letter was received by the Planning Department. Ms. Jones recommended that both letters be entered into the record. Ms. Schue said she was not at the August 3 public hearing but she read minutes of the hearing and other pertinent information. She said she feels properly informed and will participate in the discussion and vote. Mayor Obie opened the record for comments from the councilors. Ms. Bascom said she learned on the tour of the possibility of providing a bicycle/pedestrian access somewhere other than on Henderson Avenue. Answering questions from Ms. Wooten, Ms. Jones said people probably carry bicycles across the railroad tracks.
