Lane Council of Governments <br />e Ms. Bascom said she represented Eugene at a Lane Council of Governments <br /> (L-COG) meeting in Florence, Oregon, during the summer while Ms. Schue was in <br /> the British isles. Ms. Bascom said Steve Gordon of the L-COG staff gave an <br /> interesting presentation on legislative changes in annexation procedures. <br /> Because the changes will affect council actions, she said she asked the staff <br /> to schedule the presentation during a council meeting. <br /> Ms. Bascom said L-COG will manage the Meals on Wheels program because neither <br /> the Red Cross nor Family Services submitted a proposal. She said the program <br /> budget for six months is over $250,000. <br /> F. Public Forum Next Month <br /> Ms. Bascom said constituents have called her about vandalism in the Masonic <br /> Cemetery and noise during the night in University Park and she suggested the <br /> constituents discuss the problems during the council's public forum next <br /> month. <br /> G. League of Oregon Staff Presentation <br /> Ms. Schue invited the other councilors to a presentation by the League of <br /> Oregon Cities lobby staff in the City Council Chamber at 3 p.m. today. <br /> H. Lane Regional Air Pollution Authority Activities <br />e Ms. Schue said there are new Federal standards for very fine particulates <br /> (PM 10) and Eugene will not meet the standards. Therefore, the Lane Regional <br /> Air Pollution Authority ( LRAPA) is developing strategi es to address the <br /> problem. <br /> II. APPOINTMENTS: MAYOR'S NOMINATION TO THE COMMUNITY DEVELOPMENT <br /> COMMITTEE <br /> Mr. Rutan moved, seconded by Mr. Miller, to appoint Jami <br /> Counard, 2635 Wilshire Drive, to the Community Development <br /> Committee to complete an unexpired term ending December 31, <br /> 1988. Roll call vote; the motion carried unanimously, 5:0. <br /> III. APPOINTMENTS: MAYOR'S NOMINATION TO THE METROPOLITAN AREA PLANNING <br /> ADVISORY COMMITTEE (MAPAC) <br /> Mr. Rutan moved, seconded by Mr. Miller, to appoint Randall <br /> Hledik, 2677 Chad Drive, to a second term on the Metropolitan <br /> Area Planning Advisory Committee for a term ending June 30, 1990. <br /> Roll call call vote; the motion carried unanimously, 5:0. <br />e <br /> MINUTES--Eugene City Council September 9, 1987 Page 2 <br />
