<br /> At the end of the meeting, Ms. Wooten said she would like information about <br /> appropriate City actions concerning the cemetery and abbey. She said the <br /> graves of founders of the community should be well maintained. She wondered <br />e how many recent burials there were. <br /> Ms. Schue said she agreed with Ms. Wooten and would like information about the <br /> plans of the Masons. <br /> Mr. Holmer asked for information about a regular police presence in the <br /> cemetery. <br /> II. PUBLIC HEARING: AMENDMENT TO THE METROPOLITAN PLAN REGARDING <br /> NONCONTIGUOUS ANNEXATIONS (MA 87-1) <br /> City Manager Micheal Gleason introduced the item. Gary Chenkin of the <br /> Planning Department gave the staff report. He said the proposed amendment to <br /> the Metropolitan Area General Plan would permit annexation of undeveloped, <br /> noncontiguous properties and delete references to the triple-majority <br /> annexation process. He said some owners of properties that are not contiguous <br /> to the city limits cannot develop their land until they receive City services <br /> and, therefore, the owners have requested annexation. <br /> Mr. Chenkin said Metro Plan amendments must be approved by the three <br /> jurisdictions. The Eugene and Springfield city councils approved an amendment <br /> similar to this one but the Lane County Board of Commissioners inserted a <br /> requirement that annexation proposals for noncontiguous undeveloped land be <br /> supported by the owners of at least half the land area. The amendment before <br />e the council now includes that provision. <br /> Mayor Obie opened the public hearing. <br /> There being no requests to testify, Mayor Obie closed the public hearing. <br /> Answering questions from Ms. Wooten and Mr. Holmer, Mr. Chenkin said the <br /> amendment would not apply to land outside the urban growth boundary. Adoption <br /> of the amendment would not imply that every recommended annexation proposal <br /> would be approved by the council. Proposals would have to meet the criteria <br /> in the City Code and conform to applicable Metro Plan policies. Most <br /> annexation proposals would be reviewed by the Planning Commission before being <br /> considered by the council. <br /> CB 2988--An ordinance adopting amendments to the Eugene- <br /> Springfield Metropolitan Area General Plan pertaining <br /> to noncontiguous annexations, and repealing <br /> Ordinance No. 19450. <br /> Mr. Holmer moved, seconded by Ms. Schue, that the bill be <br /> read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time.
