<br /> Council Bill 2988 was read the second time by council bill number only. <br />e Mr. Holmer moved, seconded by Ms. Schue, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No. 19506). <br /> III. PUBLIC HEARING: ORDINANCE REGULATING PUBLIC CONTRACTS <br /> City Manager Micheal Gleason said Mr. Holmer requested the item be "held <br /> over." <br /> Responding to Mayor Obiels question, Mr. Holmer said he has numerous questions <br /> about the adequacy of the proposed ordinance to describe appropriate City <br /> policy. He said he would like to work with the staff to make the ordinance <br /> stronger and to make it clear that the Cityls policy is consistent with State <br /> law. He sa i d the ordinance mod1fi es the City I s Charter policy which <br /> authorizes the City Manager to review contracts. The change is a consequence <br /> of the State law that requires the council to become a contract review body <br /> and, therefore, establish rules. <br /> IV. PUBLIC HEARING: REVISIONS TO ANIMAL CONTROL ORDINANCE <br /> City Manager Micheal Gleason introduced the item. Assistant City Manager Dave <br /> Whitlow gave the staff report. He said the council revised the Cityls animal <br /> control ordinance in April 1987. The revision established classifications for <br />e potentially dangerous dogs and regulations for dogs classified as dangerous. <br /> He said the ordinance before the council now will refine the regulations. It <br /> wi 11 make them conform to State laws, easier to administer, and more <br /> understandable to the public. <br /> Mr. Whitlow introduced Laurel Fetsch, Animal Control Director for Lane County. <br /> Mr. Whitlow said the animal control program is working well. <br /> Mayor Obie opened the public hearing. <br /> There being no request to testify, Mayor Obie closed the public hearing. <br /> Mr. Miller asked if a person must see a dog barking before a complaint can be <br /> processed.
