<br /> Ms. Ehrman asked about annexation and rezoning procedures. Ms. Brody said the <br /> owner of Tax Lot 200 can withdraw from the proposal before it is heard by the <br />e Boundary Commission if the council does not approve the rezoning. <br /> Mr. Holmer noted that Tax Lots 5400, 7200, and 7500 could be annexed in <br /> separate proposals. Therefore, he suggested that River Road from Fir to <br /> Briarcliff be excluded from this proposal to eliminate the creation of an <br /> island to the east that could be annexed without the consent of the property <br /> owners. He said the creation of the island is disconcerting. Ms. Czerniak <br /> responded that this proposal will connect parts of River Road that are within <br /> the city limits now. Ms. Brody pointed out that none of the property owners in <br /> the island testified against the proposal. She said the annexation of the <br /> island may be appropriate in the future for the delivery of services. <br /> Res. No. 4063--A resolution furthering annexation to the City <br /> of Eugene and the Lane County Metropolitan <br /> Service District for property located on both <br /> sides of River Road, south of Crocker Lane and <br /> north of the existing city limits. <br /> Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br /> resolution. <br /> Answering questions from Ms. Wooten, Ms. Heintz said she received a packet of <br /> information about the annexation proposals after the Planning Commission <br /> hearing. She said she did not receive the staff notes. She said the other <br /> executive board members of the River Road Community Organization have not seen <br /> the staff notes although someone spoke about the annexation proposals at a <br />e board meeting. <br /> Mr. Holmer said he believes all of the River Road area and much of the Santa <br /> Clara area should be annexed to Eugene. However, this proposal is aggressive <br /> and arbitrary and indicates Eugene will use whatever methods are available to <br /> annex the area. He said such actions will poison attitudes and the City <br /> should show compassion to River Road residents. <br /> Ms. Ehrman noted that all the property owners in this proposal consented to <br /> the annexation. <br /> Mr. Miller said people should not be surprised by the annexation of River Road <br /> properties. Urban services are being provided by Eugene and it is logical to <br /> annex the area. He said River Road residents should be represented on the <br /> council after annexation and they should take action to obtain representation. <br /> He said the status quo cannot be maintained in the area. <br /> Ms. Bascom urged the staff to not ify all interested parties of future <br /> annexation proposals.
