Eugene Renewal Agency Supplemental Budget No. 1 <br /> City Manager Mike Gleason introduced the item. <br /> Mayor Obie opened the public hearing. Hearing no requests to testify, Mayor <br /> Obie closed the public hearing. <br /> Res. No. 931--A resolution adopting a Supplemental Budget; <br /> making appropriations for the Eugene Renewal <br /> Agency for the Fiscal Year beginning July 1, 1987, <br /> and ending June 30, 1988. <br /> Mr. Holmer moved, seconded by Ms. Schue, to adopt the <br /> resolution. SOUTH WILLAMETTE SUBAREA STUDY <br /> City Manager Mi ke Gleason introduced the item. A 11 en Lowe, Planning <br /> Department, presented the staff report. He said the area under discussion <br /> runs from 19th Avenue to 24th Place on the west side of Willamette Street. He <br /> reviewed the Planning Commission's original recommendation that the west side <br /> of Willamette between 19th and 22nd avenues be rezoned to R-2/10A units per <br /> acre and the blocks between 22nd Avenue and 24th Place retain R-3 zoning. <br /> Mr. Lowe presented a brief slide show of the area in question. He said the <br /> Planning Commission, at a September 21 work session, discussed three issues <br /> pertaining to land use and densities. The first issue was the Metro Plan <br /> designation, which, for the west side of Willamette, is low-density <br /> residential. The existing zoning on the west side is R-3 and inconsistent <br /> with the Metro Plan designation. The second issue discussed was automobile <br /> trip generation. There are currently 14 tax lots and 20 dwelling units in the <br /> area that generate approximately 200 trips per day. About 616 per day would <br /> be generated under an R-3 zoning. The third issue was topography and alley <br /> access. Mr. Lowe said the topography is relatively steep except for portions <br /> of the area that flatten out between 19th and 20th avenues and 22nd Avenue and <br /> 24th Place.
