Mills, 3509 Mallon, said he signed the original petition in favor of <br /> the improvements. However, he said he failed to read the fine print and did <br /> not understand what he was getting into. He said he is 59 years old and may <br /> have to take early retirement. He said there is no way he will be able to <br /> afford the improvements. He said the Bancroft payment program sounds good to <br /> a younger person. But he said it is not fair for him to defer the payments <br /> to his wife and children. He said he is not against progress, however he <br /> said Honeysuckle does not need the improvements. <br /> Jim Kragness, 330 Honeysuckle, said he is recently married and cannot afford <br /> paying for street improvements. He said paving the road will promote <br /> thievery and vandalism on the street as well as raise property values. He <br /> said he is not in favor of the improvements. <br /> Mayor Obie closed the public hearing. <br /> In response to questions from Ms. Ehrman, Mr. Lyle said there are five <br /> parcels on the street. He said four out of the five who originally agreed to <br />e the improvements have changed their minds. He said the City has spent <br /> between $5,000 and $6,000 in staff time on the project so far. <br /> Mr. Bennett asked if the improvements are important to the City. Mr. Lyle <br /> said Honeysuckle Lane is a local street and City was responding to the <br /> pet it ion. <br /> Ms. Schue asked about front footages. Mr. Lyle said Mr. Hyde has 125 feet <br /> and would pay $5,400; Mr. Fields has 109 feet and would pay $4,700; Ms. <br /> Bartley has 63 feet and would pay $2,700; Mr. Kragness has 78 feet and would <br /> pay $3,300; and Mr. Mills has 125 feet and would pay $5,400. Mr. Lyle said <br /> the individual who did not remonstrate the project has 125 feet of frontage. <br /> Ms. Ehrman said she is inclined not to go forward since the property owners <br /> on the street are changing their mind on their own. Mr. Bennett said he <br /> concurs with Ms. Ehrman, although he said he does not agree with the <br /> testimony that paving the street will promote vandalism and thefts. Ms. <br /> Schue said the City's usual policy is to pave streets. However, she said <br /> there were clearly misunderstandings in this case, <br /> Mr. Holmer moved, seconded by Ms. Bascom, to abandon the <br /> improvements at this time.
