R-3/R-4 South of 13th Avenue <br /> <br />- <br /> <br />A. New clinics not allowed <br /> <br />B. Six existing clinics may expand onto land under development <br />control as of 12/1/81 <br /> <br />Ms. Schue asked if Serenity Lane would fall under the definition of clinic <br />as used in this outline. Ms. Miller responded affirmatively. She added that <br />staff agreed that there might be a need to adjust the definition of clinic in <br />the land use code at some point in the future, but indicated that this would not <br />affect Serenity Lane's ability to expand as outlined in II-B above. <br /> <br />Mayor Keller asked staff to make certain that all six clinics are in control of <br />what they feel is sufficient land to meet their needs for future expansion. Ms. <br />Miller said that the six clinics had been asked for this information during the <br />Planning Commission's consideration of this issue. Mr. Keller requested copies <br />of the correspondence involved. Mr. Lindberg suggested that the council <br />receive input from Mr. McNaughton on the phasing and direction of Serenity <br />Lane's development plans. <br /> <br />Ms. Miller referred to the points of consensus she believed had been reached for <br />the woonerf area: <br /> <br />e <br /> <br />III. Woonerf <br /> <br />o <br /> <br />A. The woonerf should be an implementation priority. <br /> <br />B. Proposals 4 and 5 on page 35 of the plan draft should become <br />policies. <br /> <br />Councilors agreed, with some reservation, that this outline summarized the <br />council's feelings on the woonerf issue. Mr. Lindberg said he believed that the <br />woonerf proosals should become policies and should become an implementation <br />priority to be worked into the plans of relevant CJty departments for the <br />coming year. He said that financing was needed for implementation. He said <br />that the woonerf project had been researched by student interns and that, based <br />on this research, he believed that the woonerf concept could be implemented <br />without major expense or capital risk to the City. Mr. Keller said that he had <br />some concerns about the woonerf concept, based in part on the City's experience <br />with the issue of traffic diverters, and that he would like to discuss his <br />concerns with Mr. Lindberg.
