W. Hamel, Eric Haws, Mark Lindberg, Gretchen Miller,
Brian Obie, Emily Schue, Betty Smith, Cynthia Wooten.

Adjourned meeting of the City Council of the City of Eugene, Oregon, was called to
order by His Honor Mayor Gus Keller.

I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS

A. Bonneville Power Administration Change in Weatherization/Conservation
Budget Priorities

Councilor Wooten expressed concern over changes in budget priorities related to
conservation and weatherization proposed by the Bonneville Power Administration
(BPA). Councilors agreed by consensus to request that the City Attorney's
Office investigate the matter and report to the council, with recommendations
for council action. Responding to a question from Councilor Obie, Mr. Gleason
said that the request would probably involve 15 to 20 hours of legal work and
that this would be covered within the City's existing legal services contract.

B. Request That Letter from the Mayor Be Sent in Support of "Ground Zero"
Week

Ms. Wooten requested that the council direct the Mayor to send a letter to
Ground Zero, a national organization dedicated to educating the public on the
growing threat of nuclear war, indicating support for education events scheduled
for the week of April 18 through 26, 1982. Councilors agreed by consensus to
th is request.

C. Enforcement of City Health and Safety Codes

Ms. Miller requested that discussion of the effect of current and future budget
reductions on enforcement of City Health and Safety Codes be placed on a future
council agenda. She felt that the amounts of fines for violations of these
codes may well be out of proportion to the cost of enforcement, investigation,
and prosecution, and that the council might therefore want to consider raising
these fines.

MINUTES--Eugene City Council

Apri 1 14, 1982

Page 1
