Parks Master Plan <br /> <br />e <br /> <br />Councilor Schue reported that the Joint Parks Committee, at its April 14, 1982, <br />meeting, discussed the first draft of the Parks Master Plan. She said that the <br />committee would be holding a public hearing on the plan in May, with Planning <br />Commission and City Council hearings scheduled for the fall. She suggested that <br />councilors let interested constituents know about these hearings, so that they <br />may become involved in development of the plan. <br /> <br />E. Ordinance Concerning Parking Signs <br /> <br />Councilor Obie referred to a March 25, 1982, memorandum from Keith Martin, City <br />Attorney's Office, regarding a proposed change to the Code to allow flexibility <br />regarding the size of signs to be posted in parking facilities. Mr. Obie <br />requested that the council act on the proposed changes. <br /> <br />CB 2449--An ordinance concerning signs on parking facilities; <br />amending Section 5.540 of the Eugene Code, 1971; and <br />declaring an emergency. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be read the <br />second time by council bill number only, with unanimous consent of <br />the council, and that enactment be considered at this time. Roll <br />call vote; motion carried unanimously. <br /> <br />- <br /> <br />Council Bill 2449 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, that the bill be approved <br />and given final passage. Roll call vote. All councilors present <br />voting aye, the bill was declared passed and numbered 18953. <br /> <br />F. <br /> <br />Development of Process, Criteria, and Goals for Allocating Community <br />Development Block Grant Funds for Economic Development <br /> <br />Councilor Lindberg reported that the Joint Community Development Committee/ <br />Economic Diversification Task Team Subcommittee had recently completed a draft <br />paper outlining the process, criteria, and goals for allocating Community Develop- <br />ment Block Grant (CDBG) funds for economic development. He requested feedback <br />from councilors on these items. <br /> <br />G. National Volunteer Week <br /> <br />Mayor Keller read a letter, written ln observance of National Volunteer Week, <br />April 18 through 24, expressing thanks to the citizens of Eugene from the Mayor <br />for volunteer work done in the City and the community. <br /> <br />- <br /> <br />MINUTES--Eugene City Council <br /> <br />April 14, 1982 <br /> <br />Page 2 <br />
