Mike Gleason said staff would pursue suggestions. <br /> <br />Resolution Acknowledging Contribution of Eugene Arts Foundation <br />(resolution distributed) <br /> <br />D. <br /> <br />Mayor Keller read a resolution acknowledging the contribution of the Eugene Arts <br />Foundation and presented a copy of the resolution to foundation president Benson <br />Snyder. <br /> <br />Res. No. 3661--A resolution acknowledging the major contributions <br />of the Eugene Arts Foundation to the Eugene Perform- <br />ing Arts Center and to the arts community at large. <br /> <br />Mr. Obie moved, seconded by Ms. Schue, to adopt the resolution. <br />Roll call vote; motion carried unanimously. <br /> <br />e <br /> <br />D. Future of City as CETA Prime Sponsor <br /> <br />Mr. Lindberg said that he had attended a National League of Cities Conference at <br />which the future of the CETA program was discussed. He said it was predicted <br />that the Congress would adopt bills setting the cutoff for prime sponsorship at <br />a population figure of from 200,000 to 400,000. He said that such a move would <br />eliminate the City as a prime sponsor and suggested that the Eugene Private <br />Industry Council (EPIC) review the proposed legislation and return with a <br />resolution calling for retention of the City's status as a prime sponsor. <br />Responding to a question from Councilor Schue, Mr. Lindberg said that there was <br />a possibility that the City program could be considered as "grandfathered," but <br />that action was needed to even pursue that possibility. Ms. Smith said that she <br />had served on the advisory committee that had made the decision to have the City <br />become a prime sponsor. She strongly supported having the EPIC draft material <br />to be submitted to the Oregon Congressional delegation. Ms. Schue said that, <br />as one of the council representatives to the EPIC, she would see that this <br />matter is pursued. <br /> <br />E. Cooperation with Area Veterinarians <br /> <br />Councilor Lindberg said that as the City's representative to the Tri-Agency Spay <br />and Neuter Clinic, he had recently attended a meeting of local veterinarians. <br />As a result of information and ideas exchanged at that meeting, Mr. Lindberg <br />suggested that the City investigate the possibility of engaging in an information- <br />gathering project with the veterinarians to determine the level of spay and <br />neuter activity in the community. He also suggested that the City consider <br />developing a form to be used Citywide in reporting animal vaccinations. He said <br />that the veterinarians felt there is a great need for such a standardized form. <br />He suggested that in return for developing the forms, the City could ask veter- <br />inarians to agree to sell dog licenses.
