<br />III. PUBLIC HEARINGS <br /> <br />. <br /> <br />A. Supplemental Budget for FY82 (memo, details distributed) <br /> <br />Mr. Gleason noted that information on the supplemental budget had been approved <br />at the May 4, 1982, Budget Committee meeting. He said that staff was available <br />to respond to questions from councilors. <br /> <br />. <br /> <br />Mayor Keller said that he serves on the executive committee of the Convention <br />and Tourism Bureau. He noted that that group would like to make a presentation <br />at the budget hearing on May 20, 1982, and that the presentation would involve a <br />request to be considered as a part of the FY82 supplemental budget. He suggested <br />that the council might therefore wish to delay action on this item. Councilor <br />Smith said that previously, she had asked to have consideration of the FY82 <br />supplemental budget delayed, since she had thought she would not be able to <br />attend today's meeting. She suggested that today the council take testimony on <br />the item from those present and delay a decision until the May 26, 1982, council <br />meeting. Councilors agreed with this suggestion. City Manager indicated staff <br />would review the legal limitation on the council with respect to amending the <br />supplemental budget approved by the Budget Committee; this information to be <br />available by tomorrow night's Budget Committee hearing. <br /> <br />Public hearing was opened. <br /> <br />Jim Reeves, 1231 Olive Street, represented the Eugene Symphony Association. He <br />said that while the Symphony Association was uncomfortable with opposing any <br />arts-related funding request, it felt it must oppose the proposal contained in <br />the FY82 supplemental budget for funding of the Oregon Repertory Theater's <br />summer production on the mall. Mr. Reeves said that the managers of the various <br />arts companies in Eugene have been meeting with Performing Arts Center Director <br />Dick Reynolds on a process for applying for and deciding on allocations of City <br />funds to their groups. He said that development of this process was almost <br />complete. He therefore felt that it was unfortunate that ORT had decided to <br />step outside the bounds of the negotiations with this request. Mr. Reeves read <br />a letter from Symphony Association president Janet Johnson, which reiterated the <br />concerns he had already expressed. <br /> <br />There being no further testimony, the public hearing was closed. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to delay action on <br />Supplemental Budget No.6 until May 26, 1982. Roll call vote; <br />motion carried unanimously. <br /> <br />B. Eugene Mall Transit Station Proposal (memo, additional information <br />distributed) <br /> <br />Mr. Gleason introduced Pat Decker, Planning. Ms. Decker said that the Planning <br />Commission had voted unanimously to recommend to the council conceptual approval <br />of the proposed improvements to the mall transit station on 10th Avenue between <br />Olive and Oak streets. She said that the improvements would provide a permanent <br />location for a central transfer station in the downtown area.
