<br />e <br /> <br />Mr. Gleason said that staff would present, at the next City Council meeting, a <br />presentation which would also respond to Mr. Warren's document. From that <br />presentation, the council will work out its presentation for the public hearing <br />June 17. <br /> <br />C. Solar Access in Eugene/Springfield <br /> <br />Ms. Miller referred to the report given to the City Council before its noon <br />meeting. Conservation and the use of solar energy is still an important council <br />priority. She was glad the staff continued to work on energy conservation. The <br />need for solar energy will increase in the future. <br /> <br />D. National Development Council Training Session <br /> <br />Mr. Lindberg, Cathy Briner, Business Assistance Team Director, and Charles <br />Kupper, HCC, attended a training session put on by the National Development <br />Council. They were learning about what the Small Business Association calls a <br />certified development corporation. A program called SBA 503 releases money <br />generated by the Federal Finance Board, backed by the Federal government. It <br />sells these debentures on Wall Street for the purpose of passing through to a <br />certified development corporation loans to small business people interested in <br />expanding their current operation. Mr. Lindberg and staff will be presenting a <br />program of possible City participation in a certified development corporation. <br /> <br />- <br /> <br />E. Review of Community Goals <br /> <br />Mayor Keller noted that he had discussed with Planning Commission President <br />Randy Thwing the need to begin the major update of the Eugene Community Goals <br />and Policies. He indicated the council would discuss appointments to a steering <br />committee after July 1. <br /> <br />F. Elected Officials Committee <br /> <br />Mayor Keller and Ms. Miller attended the last meeting of the Elected Officials <br />Committee. The issue of FIC zoning, now called ICU, has resolved many of the <br />intergovernmental problems. The City Council will be getting a recommendation. <br />The area of compromise is near the Airport. <br /> <br />Ms. Miller reported everyone had approved the report in concept. It is a <br />genuine compromise. The problem was what to do with land specifically indus- <br />trially and commercially zoned, outside the city limits, and inside the urban <br />growth boundary. How was that land to be developed and to what standards? The <br />cities were concerned with 1,600 acres of affected land. If that land were <br />divided, the cities would lose tracts they were relying on. There would be <br />capital investments and service delivery problems generated. The County, <br />recognizing the problem, proposed an accelerated annexation policy for the <br />industrial zoning inside the urban growth boundary. During the interim period, <br />one to two years, building would be permitted with the concurrent approval of <br />the serving city and of the appropriate body of the County. If the plan is <br />to be on the LCDC agenda in August, the County Commissioners have to have the <br />first reading of the ordinance no later than a week from today.
