<br /> Ms. Miller said she understood that during the recent special session of the
<br /> State legislature, a large package of budget reductions had been passed with
<br /> only some general instructions as to number of dollars to be reduced and no
<br /> specific line item instructions. She suggested that the City communicate with
<br /> the Governor, emphasizing the importance of the continued strength of the
<br /> University of Oregon, and particularly of high-technology programs at the
<br /> University, to Eugene's economic development efforts. Council members agreed by
<br /> consensus that a letter to this effect should be sent to the Governor. Mayor
<br /> Keller agreed to send the letter. Assistant City Manager David Whitlow said
<br /> that City Lobbyist Paget Engen was preparing a report for the council on the
<br /> recent special legislative session.
<br /> C. Support for Location of a Senior Nutrition Site at the Lane County
<br /> Convention Center
<br /> Ms. Wooten asked that the Mayor send a letter to Steve McCulloch and the Lane
<br /> County Fair Board in support of the use of the Lane County Convention Center as a
<br /> site for consolidation of the Senior Nutrition Program. She noted that the
<br /> Eugene Commission on the Rights of Aging had supported this site. She said that
<br /> Kent Gorham, staff member to the Aging Commission, was present to respond to
<br /> questions from councilors.
<br /> D. Endorsement for Pickle Family Circus
<br /> e Mr. Lindberg said that the board of directors of Switchboard had asked him to
<br /> request the Mayor to write a letter of endorsement for the Pickle Family Circus.
<br /> Mr. Lindberg noted that the Parks and Recreation Department and the Eugene
<br /> Renewal Agency were supporting the event. He said that the purpose of the
<br /> circus was to raise funds for local non-profit human service groups. Mayor
<br /> Keller agreed to write a letter of endorsement.
<br /> E. Focus on Economic Development
<br /> Mr. Gleason reminded councilors of the events scheduled for June 23, 1982,
<br /> as part of the focus on the City's economic development efforts.
<br /> F. Proclamation of Results of May 18, 1982, General Election
<br /> Mayor Keller read a proclamation of the results, published on June 1, 1982, of
<br /> the Special City Election held concurrently with the Primary Election on May 18,
<br /> 1982, as follows: Ballot Measure 51--19,316 in favor of the Free Parking
<br /> District, 8,241 opposed; Ward 1 City Council--Harold Hyman 2,086, Emily Schue
<br /> 2,309; Ward 4 City Council--Dick Hansen 1,919, Susan Sowards, 1,496; Ward 5 City
<br /> Council--Freeman Holmer 2,512, Ron Spidell 912; Ward 6 City Council--John Ball
<br /> 1,474, Tom Poage 1,132; Eugene Water and Electric Board Wards 5 & 6--Kathy Ging
<br /> 2,187, Dennis Solin 4,749; Eugene Water and Electric Board At-Large Seat--Jack
<br /> J. Craig 8,888, Richard F. Freeman 4,769, John R. Morrison 8,959. Mayor Ke 11 er
<br /> thereby proclaimed and declared that Ballot Measure 51 had passed and that Emily
<br /> Schue, Dick Hansen, Freeman Holmer, and John Ball had received a majority of the
<br /> votes cast for council positions in Wards 1, 4, 5, and 6, respectively, and said
