<br /> . <br /> IV. PROPOSED SIX-POINT ECONOMIC DIVERSIFICATION PROGRAM/FY82-83 ACTION PLAN <br /> - (memo, entire report distributed) <br /> Mr. Gleason introduced Susan Smernoff, Planning. Ms. Smernoff said that the <br /> recommendation of the Economic Diversification Task Team (EDTT) was for a <br /> four-part program addressing the areas of 1) Background Information; 2) Proposed <br /> Policy Foundation; 3) FY82-83 Action Plan for Economic Diversification; and 4) <br /> Objectives for Affecting Economic Growth and Program Evaluation. She said that <br /> the background information included information on principles of the program, <br /> history, principal committees, private/public sector roles, and the economic <br /> context of the program. She said that the EDTT had proposed a revision to the <br /> Economic Development Chapter of the Community Goals and Policies document. <br /> These recommendations will be made to the Community Goals Committee when in <br /> meets in the spring of 1983. Ms. Smernoff said that the action plan included <br /> six elements and noted that two of these elements, Business Assistance and <br /> Employment Training, and Destination Point Activities had specifically been <br /> identified in the council goal setting session as the primary focus for economic <br /> diversification activities for this fiscal year. Ms. Smernoff said that the <br /> efforts at evaluation would include research and reporting on the effects of the <br /> City's program on the economy over a two- or three-year period. <br /> Ms. Smernoff said that the EDTT recommended that the council adopt, by resolu- <br /> tion, the proposed program; that an executive summary of the program, including <br /> details of the action plan, be developed for distribution to the public; and <br /> that the proposed policy be forwarded to the Community Goals Committee. <br /> She amended the memo that had been distributed to councilors, which called <br /> for council adoption of only three parts of the program, and said that staff <br /> e and the City Attorney recommended that the council adopt the full program. <br /> Councilor Wooten spoke as a member of the Council Subcommittee on Economic <br /> Diversification. She said that committee was working on recommendations for <br /> development of a concrete program for use of the Community Development Block <br /> Grant funds that had been earmarked for economic diversification and a measuring <br /> device to determine the effect of the Business Assistance Team on businesses it <br /> has served. Ms. Wooten said that the group was also examining what role the <br /> City could play in fostering entry of area businesses into the export market, <br /> particularly with Pacific Rim countries. Ms. Wooten said the subcommittee was <br /> awaiting a report back from the City Manager outlining the marketing plan which <br /> would include information on the status of and on possible coordination of <br /> efforts with the Lane Economic Foundation. <br /> Councilor Schue said that she, with Councilor Hamel, served on the Eugene <br /> Private Industry Council, which was working particularly on the Employment and <br /> Training and Small Business Assistance aspects of the action plan. She noted <br /> that EPIC was working on a catalogue of public and private services available to <br /> businesses in the community.
