There being no testimony, public hearing was closed. CB 2634--An ordinance authorizing rezoning from PL Public Land to RA Low-Density Residential District for property located east on Danebo Street, north of West 11th Avenue. Ms. Schue moved, seconded by Mr. Obie, that findings supporting the rezoning as set forth in Planning Commission staff notes and minutes of March 15, 1983, be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous consent of the council; and that enactment be considered at this time. Roll call vote; motion carried unanimously. - Council Bill 2634 was read the second time by council bill number only. Ms. Schue moved, seconded by Mr. Obie, that the bill be approved and given final passage. Roll call vote. All councilors present voting aye, the bill was declared passed and numbered 19135. C. Council-Initiated Improvements for Paving of Sam R Street, 12th Avenue, and Wallis Street (1962) (memo, resolution distributed) Mr. Gleason introduced Bert Teitzel, City Engineer. Mr. Teitzel said that the City Council had initiated consideration of paving for Sam R and Wallis Streets and portions of 12th Avenue as a result of citizen requests at the February 12, 1983, council meeting. He said that staff had met with property owners and that one owner had expressed concern with the cost of the project, given the current economy. Responding to questions from Councilor Wooten, Mr. Teitzel said that all affected property owners were notified of the staff hearing and of this council hearing. He said five owners were represented at the staff hearing. Public hearing was opened. Ray Janisse, 84700 Arbie Lane, said that he owns the Janisse Street subdivision. He noted that it was not just area property owners but also owners of buildings on nearby streets that wanted the improvements. He said that he had done a phone poll of all those affected and that all those surveyed wanted the improve- ments. There being no further testimony, public hearing was closed. Res. No. 3772--A resolution authorizing paving and storm sewer on Sam R Street from 11th Avenue to 12th Avenue; on 12th Avenue from Sam R Street to Wallis Street; and on Wallis Street from 12th Avenue to 900 feet south. - MINUTES--Eugene City Council April 25, 1983 Page 3
