<br /> CB 2690--An ordinance authorizing a change in sign district from <br />e Residential District to Professional-Office District for <br /> property located east of Fairway Loop, between Eastwood <br /> and Southwood Lanes. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the Council, and that enactment be considered at <br /> this time. <br /> Council Bill 2690 was read the second time by council bill number only. <br /> Ms. Schue moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed (and became Ordinance <br /> No. 19190). <br /> IV. RESOLUTION PERTAINING TO THE PROPOSED INCORPORATION IN THE RIVER ROAD AND <br /> SANTA CLARA AREA (memo, resolution, background information distributed) <br /> Assistant City Manager Dave Whitlow introduced the agenda item. Planning <br /> Director Jim Farah presented the staff report. Mr. Farah said this item had <br /> briefly been discussed by the council on October 10. He said the resolution <br /> presented to the council for adoption was identical to the resolution adopted by <br /> the City of Springfield. He said the resolution addressed the concerns stated <br />e by the council at the Monday night meeting, stating that the resolution would <br /> put the council on record concerning certain criteria to which the incorporation <br /> measure must respond. <br /> In response to a question, Mr. Farah said the Feasibility Study had been referred <br /> by the Boundary Commission to a variety of governmental bodies, including the <br /> City of Eugene and the LCDC. He said the process was usually a staff response <br /> and staff was asking the council to take a general position on the Feasibility <br /> Study analysis. He clarified that the resolution spoke specifically to the <br /> Feasibility Study. <br /> In response to a question, Mr. Farah outlined the Boundary Commission process, <br /> stating that public hearings would be held on November 3 and 17, 1983. He said <br /> the commission was required by state statute to make a decision by November 24, <br /> 1983. If finding affirmatively for the incorporation, the commission would <br /> forward a recommendation for the incorporation to the Lane County Board of <br /> Commissioners, who would then set a date for an election, possibly in May 1984. <br /> A negative finding by the Boundary Commission would stop the process unless an <br /> appeal was made to the Appeals Courts. Mr. Farah said the staff response and <br /> the resolution, along with the other referral processes, would become records to <br /> be reviewed by the Boundary Commission in its deliberations. City Attorney Tim <br /> Sercombe clarified that a denial by the Boundary Commission would stop the <br /> incorporation process and the required public vote, but that an affirmative <br /> finding by the commission would send the issue to the Lane County Commissioners. <br />e <br /> MINUTES--Eugene City Council October 12, 1983 Page 3 <br />
