No. 3806--A resolution concerning the proposed incorporation <br />e of the City of Santa Clara. <br /> Councilor Ball said the resolution was not putting the council on record as <br /> opposing or favoring the incorporation or the incorporation process. He said <br /> the council was outlining its concerns with the factual merits of the Feasibility <br /> Study. He said he would support the motion with that understanding. <br /> Ms. Schue moved, seconded by Mr. Obie, to adopt the resolution. <br /> Roll call vote; the motion carried unanimously, 6:0. <br /> V. RESOLUTION ESTABLISHING TOWING PRACTICES COMMITTEE (memo, resolution <br /> distributed) <br /> Assistant City Manager Dave Whitlow introduced the agenda item. Vic Mann of the <br /> Police Department presented the staff report. He said that the City adopted two <br /> ordinances in 1981 dealing with joint practices for private parking facilities. <br /> He said the ordinances established set tow rates and a signing ordinance with a <br /> minimum notice requirement for private land owners. He said a definition for <br /> private parking facilities was also established in 1981. He said an increasing <br /> number of complaints were received by the City Manager's Office and the Police <br /> Department. He said the public has assumed that the City condones the practice <br /> or regulates the activity, but added that the Police Department cannot adequately <br /> respond to these complaints under the current regulations. He said the resolution <br /> would establish a committee to review the current ordinances and to propose new <br /> ordinances or revisions to the current ordinances. Mr. Mann said the committee <br />e would be composed of a City Councilor as chair and one representative from each <br /> of the following groups: businesses using the towing services, towing companies <br /> within Eugene, the Oregon Tow Truck Association, the Eugene Police Department, <br /> and the general public. <br /> Res. INTERGOVERNMENTAL AGREEMENT FOR SOUTHERN WILLAMETTE RESEARCH CORRIDOR <br /> (memo, agreement, background information distributed) <br /> Assistant City Manager Dave Whitlow introduced the agenda item. Business <br /> Assistance Manager Cathy Briner first announced that Eugene was one of 18 <br /> finalists in the "All-American City" competition, having been picked from 100 <br /> entries. She said Eugene would be competing against a range of cities. She <br /> said an oral presentation would be made to a jury of the National Municipal <br /> League in November and that Ms. Schue would be representing the City along with <br /> a member of the Eugene Area Chamber of Commerce and the City staff making the <br /> presentation. <br />e <br /> MINUTES--Eugene City Council October 12, 1983 Page 4 <br />
