<br /> -- _no _ <br /> Ms. Briner presented the staff report, reviewing the composition of the Southern <br /> Willamette Research Corridor. She said the resolution would formalize the <br />e current working agreement among the members and that all parties would share in <br /> the expenses of the research corridor. She asked the council to authorize the <br /> City Manager to execute the agreement on behalf of the City of Eugene. <br /> Councilor Wooten said she was pleased that this legal agreement had been reached. <br /> In response to questions by the council, Ms. Briner said the corridor committee <br /> had not decided to incorporate as a separate entity. In regard to cost-sharing, <br /> she explained that each of the twelve member parties would be responsible for <br /> paying an equal share of the expenses, but she added that the corridor members <br /> may establish another arrangement (perhaps on a per capita basis) which would <br /> not place such a burden on the smaller jurisdictions. She said that some <br /> expenses had already been incurred by the corridor, but the first major financial <br /> activity would be the production of marketing brochures. She said the corridor <br /> was operating on a small budget, each jurisdiction indicating its ability to <br /> meet the expenses from their budgets. She said the City support came from the <br /> Business Assistance Team budget that the council had endorsed last year. She <br /> explained that any expenses incurred over what could be supported by the BAT <br /> budget would be presented to the council. Ms. Briner said that there was <br /> currently no ceiling on expenses but the corridor budget for the present fiscal <br /> year was $7,200, the City.s share being $600. <br /> Mr. Whitlow clarified that the figures stated were for this year only and that <br /> any financial contribution in subsequent years would become a line item in the <br /> budget and subject to Budget Committee review. <br />e In response to a question, Ms. Briner said the Albany-Millersburg Economic <br /> Development Corporation and the Oregon-Pacific Economic Development Corporation <br /> were listed as ex officio members because they were not governmental agencies. <br /> She clarified that these agencies would be sharing in the funding of the program. <br /> Ms. Schue moved, seconded by Mr. Obie, to authorize the City <br /> Manager to execute an intergovernmental agreement on behalf of <br /> the City of Eugene for a Southern Willamette Research Corridor <br /> Consortium. <br /> The meeting was adjourned at 12:25 p.m. to the Joint City Council/Planning <br /> Commission meeting of October 19, 1983. <br /> Respectfully submitted, <br /> ??~:, <br /> (~'{;'~ <br /> Micheal D.
