Roll call vote; all councilors present <br /> voting aye, the bill was declared passed (and became Ordinance <br /> No. 19194). <br /> VII. RESOLUTION CONCERNING DISABLED PARKING AWARENESS WEEK (memo, resolution <br /> and background infonmation distributed) <br /> City Manager Micheal Gleason introduced the agenda item. H. Marshall Peter, <br /> Disabled Commission chairperson, presented the staff report. He stated that <br /> the commission felt that attitudes were the biggest barriers for the disabled. <br /> He said the commission had decided to combat attitudes that allow people to <br /> improperly park in disabled parking spaces. He asked for council support of the <br /> resolution for the Awareness Week. He then distributed copies of a poster <br /> announcing the Awareness Week, asking the councilors to display the posters at <br /> their pl aces of employment or at other establ i shments. He announced that <br /> Council or Li ndberg had vol unteered to assi st in a cerenony on Monday, October 31, <br /> 1983, at the parcade to initiate the Awareness Week by placing an informa- <br /> tional warning slip on an improperly parked car. He asked that other councilors <br /> also attend the ceremony. He said the commi ssion had al so designed an Award of <br /> Excellence to encourage local businesses to become fully accessible to disabled <br /> persons. <br /> Councilor Smith commended Mr. Peter on the efforts of the Disabled Commission. <br />e Mr. Peter commented that Deborah Killian should receive recognition for her <br /> efforts on thi s project. Councilor Lindberg encouraged the other councilors to <br /> attend the cerenony on October 31. <br /> Res. No. 3808--A resolution concerning Eugene Disabled Parking <br /> Awareness Week. <br /> Ms. Schue moved, seconded by Mr. Obie, to adopt the resolution. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> VIII. PARK RULES AND CODE AMENDMENT (memo, ordinance, and background information <br /> distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Ernie Drapela, Parks <br /> & Recreation Director, presented the staff report. He said that Al ton Baker <br /> Park was annexed to the City of Eugene in May 1983, making the park a public <br /> place within the city where the consumption of alcholic beverages was prohibited <br /> without an OLCC permit under Section 4.190 of the Eugene Code. He said the <br /> Eugene Parks rules were not applicable to the annexed area, the code speaking <br /> only to City-owned parks. He said that the county commissioners, in the absence <br /> of any County park rules, passed an ordinance in July 1983 requesting that the <br /> promulgation and enforcement of rules for Alton Baker Park be identical with <br /> those of other City parks so that double standards would not exist.
